According to the conclusion of Deputy Chairman of the Provincial People's Committee of Hai Duong Province, Mr. Luu Van Bao, at the Provincial People's Committee meeting in July 2024 (the 4th meeting), the report on the results of directing the resolution of contents related to the operation of the Hai Duong BOT Thermal Power Plant project.
The Provincial People's Committee of Hai Duong requested Jaks Hai Duong Power Joint Stock Company to accept the opinions of the delegates attending the meeting, complete the content of the plan for handling and utilizing ash, ensuring that it complies with the environmental permit issued by the Ministry of Natural Resources and Environment, and is in line with the actual situation of ash consumption and the requirements and technical conditions specified.
After completing the plan, the company shall report to the Provincial People's Committee for consideration and decision.
At the same time, the company shall promptly complete the dossier requesting a partial adjustment to the Sấu Mountain dike route as required by the Ministry of Agriculture and Rural Development in Document No. 3770/BNN-ĐĐ dated May 27, 2024, and the guidance of the Department of Agriculture and Rural Development in Document No. 1924/SNN-TL dated May 29, 2024; implement environmental procedures to update and supplement environmental protection contents, including items serving ash consumption according to regulations.
The Provincial People's Committee of Hai Duong assigned the Department of Industry and Trade to urge and guide Jaks Hai Duong Power Joint Stock Company to complete the content of the plan for handling and utilizing ash according to regulations; to chair and coordinate with relevant departments, branches, and localities to consider the content of the plan if it meets the conditions specified, to advise and report to the Provincial People's Committee.
In addition, the Department of Industry and Trade shall chair and coordinate with relevant departments, branches, and the Kinh Mon Town People's Committee to continue advising the Provincial People's Committee on the plan for relocating 148 households out of the area affected by the ash conveyor belt and ash dump.
The Department of Construction advised the Provincial People's Committee to issue a document reporting to the State Council for Acceptance of Works to accept the Hai Duong BOT Thermal Power Plant project (excluding the ash dump) in accordance with the guidance in Document No. 3658/HĐKTNN-DDCN dated June 26, 2024 of the State Council for Acceptance of Works on Construction Projects. The deadline for completion is before August 10, 2024.
The Department of Agriculture and Rural Development continued to urge and guide Jaks Hai Duong Power Joint Stock Company to complete the dossier requesting a partial adjustment to the Sấu Mountain dike route as required by the Ministry of Agriculture and Rural Development; to proactively advise the Provincial People's Committee to report to the Ministry of Agriculture and Rural Development and the Prime Minister to soon approve the partial adjustment to the Kinh Thầy dike route at the foot of Sấu Mountain. Continue to advise and propose to the Provincial People's Committee on how to handle the 5.7ha area that is not in the correct position, boundary, and encroaches on the forest protection area.
The Department of Natural Resources and Environment was assigned to chair and coordinate with relevant departments, branches, and the Kinh Mon Town People's Committee to closely monitor environmental issues related to the Hai Duong BOT Thermal Power Plant project. If any issues arise, report to the Provincial People's Committee and the competent authorities for consideration and handling in accordance with the law; to advise the Provincial People's Committee to allow the consumption of ash and slag again when Jaks Hai Duong Power Joint Stock Company completes the plan and has implemented it in accordance with environmental protection requirements.
The Kinh Mon Town People's Committee continued to implement the handling of violations in the field of construction of the Ash Dump item in accordance with the direction of the Provincial Party Committee and the Provincial People's Committee, with a deadline for completion before August 15, 2024.
