The Vice Chairman of the City People's Committee assigned Hai Phong Water Supply Joint Stock Company to urgently coordinate with Tan Minh Commune People's Committee and water supply units to organize surveys, determine locations and connection conditions; deploy necessary technical solutions to implement clean water sales through total meters according to regulations. In the immediate future, priority is given to areas supplied by Kien Thiet Water Plant and areas with urgent water supply needs.
Tan Minh Commune People's Committee presides over reviewing dossiers and water supply service agreements; inheritance of rights and obligations; scope of service areas and customers of each water supply unit. The Department of Agriculture and Environment is responsible for guiding, monitoring, and urging the implementation process; promptly summarizing and reporting to the City People's Committee on contents beyond their authority or arising problems.
The Department of Agriculture and Environment presides over and coordinates with Tan Minh Commune People's Committee to propose a plan to handle the funds contributed by the people, socialized to invest in the water supply system in the past, ensuring the legitimate and lawful rights and interests of the people.
The Vice Chairman of the City People's Committee requested that the implementation of the above-mentioned clean water supply plan is only aimed at changing the input water source, not changing the legal nature, ownership and current status of asset management; not allowing the arising of transfer, arrangement, transfer of management and exploitation rights of assets and not being considered as a basis for establishing rights to assets for any organization or individual.
According to the report of Tan Minh Commune People's Committee, recently, the commune has received feedback and petitions from people about the situation of domestic water supplied by Tien Lang Fisheries and Environmental Service Cooperative (Kien Thiet Water Plant) being sometimes dirty, cloudy, cloudy yellow, even sometimes black, affecting people's lives.
Immediately after receiving the reflection, Tan Minh Commune People's Committee directed to organize inspection and verification; recorded the actual situation of domestic water at some points with dirty and cloudy phenomena as reflected by the people.
Faced with the above situation, the water supply unit has agreed on the policy of transferring the water supply area to Hai Phong Water Supply Joint Stock Company, but so far, the conversion of the water supply unit has not been implemented.
