The project has a total investment of VND 5,307.415 billion from the city budget, implemented from 2025-2029. The project investment scale includes the construction of a new road connecting National Highway 5 - National Highway 10, from Bui Vien Street to Hanoi - Hai Phong Expressway, with a length of about 7.3 km. The cross-section is 50.5 m wide, with 3 car lanes and 1 side road in each direction; the road surface is 22.5 m wide; a bridge over the Da Do River is built, with a bridge width of 40.5 m.
The project also builds an intersection at different levels with Bui Vien Street, with a clearance under the bridge of 4.75 m. The area under Lam Khe Bridge will build an underpass along Truong Chinh Street to thoroughly resolve traffic conflict points. The underpass will have 4 lanes with a total width of 17.2 m; on both sides of the tunnel, 2 lanes will be built with a road surface width of 8 m, sidewalks of 3 m and other items.
The project investment goal is to create a new route connecting the central area with the southern districts of the city as well as connecting National Highway 5 and National Highway 10 to help transport goods and passengers, ensure traffic safety, and contribute to reducing traffic accidents.
Along with that, the route reduces the load on the route connecting from the city center to the districts of Kien An, Kien Thuy, An Lao, Tien Lang... through Provincial Road 354, Tran Nhan Tong Street. On the other hand, share traffic for existing provincial and urban roads in the area; improve traffic safety.
The project is also expected to gradually complete the infrastructure system of Kien An urban framework and Kien Thuy district; create a premise for developing new urban areas, contributing to the construction of a modern, complete Kien An urban area according to the general planning of the city. At the same time, create favorable conditions to encourage attracting domestic and foreign investment capital to invest in socio-economic development in Kien An district, Kien Thuy district in particular and Hai Phong city in general.
