The Steering Committee for the development of the Project to reorganize and reorganize administrative units at the provincial and commune levels in the city has just met on the progress of implementing tasks to merge with Hai Duong province.
On June 16, the National Assembly Standing Committee issued Resolution No. 1669/NQ-UBTVQH15, resolving to reorganize commune-level administrative units of Hai Phong. After the arrangement, Hai Phong City has 114 commune-level administrative units, including 67 communes, 45 wards and 2 special zones. To proactively implement the Resolutions of the National Assembly, the National Assembly Standing Committee and the City People's Committee have issued Plan 145 to implement Resolution 1669 of the National Assembly Standing Committee. The City People's Committee Party Committee has submitted a document on the issuance of the Plan of the City Party Committee Standing Committee on the implementation of the Resolution.
Regarding the trial operation of the 2-level local government model, the Steering Committee for the implementation of the Project to rearrange and reorganize provincial and commune-level administrative units in the city (Steering Committee 1806) issued Plan 01 to test the operation of Party, State agencies, and the Vietnam Fatherland Front at the commune level when implementing the new 2-level local government model. Accordingly, phase 1 will organize the first trial in 114 new communes, wards and special zones and organize a review of experience in trial operation on June 20.6; phase 2 will organize a second trial on June 25, organize a preliminary review, review of experience, and ensure simultaneous implementation from July 1, 2025.
At the meeting, members of Steering Committee 1806, leaders of Departments and branches analyzed and clarified the results, as well as the issues raised in the development and implementation of Projects to reorganize and perfect the Party, government, Vietnam Fatherland Front and socio-political organizations, personnel work; resolve policies and regimes for cadres, civil servants, and public employees; arrange working headquarters, solutions for traffic connection and housing development plans when reorganizing provincial administrative units and a number of other tasks.
After listening to the reports and opinions of the members of the Steering Committee 1806, Secretary of the City Party Committee Le Tien Chau basically agreed on the results of the implementation of tasks, the progress of the implementation of merging tasks between the two localities and the arrangement of operations of new agencies and commune levels.

The Party Committee of the City People's Committee directs relevant agencies to coordinate and implement Plan 01 of Steering Committee 1806 to pilot the operation of Party, State agencies, and the Vietnam Fatherland Front at the commune level when implementing the 2-level local government model in the new city, ensuring compliance with requirements and progress, and necessary direct inspection.
Along with that, continue to speed up the arrangement of vehicles, headquarters, working conditions, equipment, and technological infrastructure in Party agencies, authorities, and the Fatherland Front at the commune, ward, and new special zone levels, ensuring trial operation in 2 phases. The City People's Committee directed the completion of the Political - Administrative Center, Conference - Exhibition Center, arranging trial operations, proactively accepting, and arranging the relocation of headquarters of departments and branches. At the same time, carefully review the headquarters and working conditions of communes, wards and special zones to have a plan for repairs and purchases.
