Hai Phong plans to arrange 2,524 villages and residential groups to streamline the apparatus

Hai Phong - The work of developing plans and collecting people's opinions to serve the arrangement of villages and residential groups is being implemented synchronously and seriously by Hai Phong City.

By June 4, 112/114 communes, wards, and special zones in the city completed the development of plans to arrange and reorganize villages and residential groups.

On that basis, the Department of Home Affairs of Hai Phong City has chaired and coordinated with relevant agencies to review, summarize, and evaluate plans to advise the City People's Committee to develop a draft overall plan for arranging and reorganizing villages and residential groups in the city, ensuring compliance with central regulations and the actual situation of the locality.

Along with building the overall plan, the City People's Committee has directed localities to urgently develop a draft Project on arranging villages and residential groups and organize to collect people's opinions. Related drafts and documents have been publicized on the electronic information portal, local electronic information pages, and posted at commune-level People's Committee headquarters, cultural houses and community activity points for people to study and contribute opinions.

The collection of opinions is implemented publicly, democratically, and in accordance with regulations, thereby creating consensus and high unity among the people regarding the policy of arranging and reorganizing villages and residential groups in the city.

The review results show that the whole city currently has 3,086 villages and residential groups, including 1,598 villages and 1,488 residential groups. Among them, up to 2,089 villages and residential groups do not meet the standards for household size according to new regulations of the Government.

According to the general plan from localities, it is expected that 2,524 villages and residential groups will implement arrangements, contributing to streamlining the organizational structure at the grassroots level, creating conditions to improve management and administration efficiency and significantly reduce the number of people operating in villages and residential groups.

For the team of non-specialized commune-level workers, the city has actively implemented policies according to regulations. From July 2025 to May 1, 2026, the City People's Committee has approved 16 rounds of settlement of regimes and policies for 1,952 cases eligible to enjoy streamlined policies according to regulations.

As of May 30, 2026, the whole city still has 1,250 non-specialized commune-level personnel. Among these, continue to review to continue to hold non-specialized positions in villages and residential groups and propose to resolve resignation to enjoy regimes and policies according to the Government's regulations.

The City People's Committee will issue guidelines on the scale of households for villages and residential groups with specific factors; direct the Department of Home Affairs to appraise dossiers of cases requesting resignation to enjoy regimes and policies and promptly resolve regimes for redundant people after arrangement.

Along with that, propaganda work will continue to be promoted to help people understand the purpose, meaning, and benefits of arranging villages and residential groups, creating consensus on arrangement plans, arranging non-specialized personnel, handling redundant cultural houses and sports areas, and naming new villages and residential groups.

The city also strengthens inspection, supervision, and monitoring of implementation progress; promptly rectify and handle responsibilities for agencies, units, and localities that implement slowly or do not meet requirements, determined to complete the arrangement of villages and residential groups in accordance with the direction of the Central Government, contributing to building a streamlined grassroots apparatus, operating effectively and efficiently, meeting development requirements in the new period.
