At 9:05 a.m. on October 3, at Km19 of Provincial Road 391 bypass, in Tu Ky commune (Hai Phong city), a traffic accident occurred between a car driven by Mr. Ha Van Manh (born in 2000, residing in Quynh Chau commune, Nghe An province) in the direction of Quy Cao - Hai Duong (old), and a motorbike driven by Mr. Nguyen Manh Cuong (born in 1975, residing in An Lao district, Hai Phong city) in the direction of Tu Ky commune to Chi Minh commune, turning onto the road.
The collision injured Mr. Nguyen Manh Cuong and took him to Tu Ky Medical Center for emergency treatment; both vehicles were damaged. This is the 5th accident since the DT.391 bypass was put into operation.
Immediately after the incident, on the same day, October 3, the Department of Construction issued a document on handling the frequent accident site on the DT.391 bypass, passing through Tu Ky commune and Chi Minh commune (Hai Phong city).
The document clearly stated that, to ensure traffic safety, the Department of Construction reported and requested the City People's Committee to consider and decide to assign the Department to organize emergency repairs to fix common areas and potential points for road traffic accidents, according to Clause 5, Article 35 of the Road Law.
The location of common traffic accidents is determined at Km18+980 (intersection with DH.191D road) and the potential risk route from Km17+230 to Km18+980 on the DT.391 bypass, in Tu Ky commune and Chi Minh commune, Hai Phong city.
The expected solution is to renovate and install traffic lights at the intersection with DH.191D road, and at the same time add a lighting system on the section Km17+000 - Km19+000. The implementation cost is about 4.80 billion VND.
