The investment project to build a road from DT 354 to National Highway 10 was approved in principle by the City People's Council in Resolution No. 62/NQ-HDND dated October 19, 2022, and approved by the City People's Committee in Decision No. 889/QD-UBND dated April 5, 2023, with a total investment of more than 1,382 billion VND. The site clearance work involved nearly 30 hectares of land, over 800 households and organizations, with a cost of more than 302 billion VND.
The project investment scale includes the construction of a road from Provincial Road 354, Tien Lang District to National Highway 10, Vinh Bao District, about 8.1 km long, with a roadbed width of 22.5 m; the construction of a new Tien Thanh bridge over the Thai Binh River with concrete and prestressed reinforced concrete with a length of 437.8 m; a reinforced concrete bridge over the 40 m long agricultural canal, the construction of resettlement infrastructure in Vinh An Commune, Vinh Bao District, with an area of about 0.77 ha and many other items. Up to now, the consortium of contractors has constructed many important items, in which the implementation value of some main packages has reached over 89% of the contract value.
According to the report of the Tien Lang Project Management Board, the total public investment capital plan for 2025 assigned is 992.8 billion VND/56 projects. Of which, the estimated disbursement value for site clearance is 102.36 billion VND. The accumulated disbursement value as of September 30, 2025 was VND 595.809 billion, reaching 60% of the capital plan for 2025 (of which the cost of site clearance is VND 49.431 billion).
Through on-site inspection, the Standing Vice Chairman of the City People's Committee acknowledged the efforts of localities and related units in implementing the project in the new context after the merger of the two-level government. Mr. Le Anh Quan emphasized that this is an important traffic route, opening up a connection from National Highway 10 to the city center and industrial parks in Tien Lang and Vinh Bao areas, creating momentum for socio-economic development, attracting investment, improving people's lives and strengthening local national defense and security.
The Standing Vice Chairman of the City People's Committee requested localities to urgently complete site clearance work. The Project Management Board calculates the maximum disbursement plan, speeds up the construction progress, and puts the project into operation soon. Departments and branches closely coordinate to promptly remove difficulties, ensure investment progress and efficiency.
