The Director of the Department (Deputy Head of the City Civil Defense Command) directs the development and promulgation of a Scenario for the City Civil Defense Command to specifically respond to storms.
Implementing the city's direction, the People's Committee of Thien Huong Ward has proactively and synchronously deployed many measures to respond and minimize damage caused by storm No. 11. The Ward Steering Committee for Natural Disaster Prevention, Control and Search and Rescue requires residential groups and residential areas to urgently review, inspect, and tie up houses, warehouses, and billboards, while promoting proactive prevention for people when storms come.
The inspection of electricity, telecommunications, tree and drainage systems on main roads has been stepped up; police, military and civil defense forces are on duty 24/7, ready to support the evacuation of people in vulnerable areas to safe places when required. The ward has also planned to arrange temporary evacuation points at solid cultural houses and schools, prepare rescue vehicles such as pumps, boats, life jackets, and make a list of households with elderly people and children to prioritize support.
The ward loudspeaker system continuously issues weather forecasts, advising people to limit going out when the storm hits, absolutely follow the instructions of the authorities to ensure the safety of life and property.
In Cat Hai special zone, the locality sent an official dispatch to villages, agencies and units in the area to closely monitor the storm's developments, urgently notify captains and owners of ships and vessels operating at sea to proactively prevent it. Along with that, prepare rescue forces and means when required.
According to the National Center for Hydro-Meteorological Forecasting, at 7:00 a.m. on October 3, the center of storm Matmo was at about 16.3 degrees north latitude; 122.7 degrees east longitude, in the sea east of Luzon Island (Philippines). The strongest wind near the storm center is level 9-10 (75-102 km/h), gusting to level 13. The storm is moving west-northwest at a speed of about 25 km/h.
It is forecasted that in the next 24 hours, the storm will move west-northwest, at a speed of about 25 km/h, entering the East Sea and is likely to strengthen.
At 7:00 a.m. on October 6, the center of the storm was at about 21.7 degrees north latitude; 107.7 degrees east longitude, in the northeastern part of the North. Strong wind level 10, gust level 13.
The danger zone with strong winds of level 6 or higher is north of latitude 17 degrees north, west of longitude 114 degrees east. The natural disaster risk level is level 3, the northwestern sea area of the northern East Sea and the northern area of the Gulf of Tonkin.
