On September 24, news from the Hai Phong City People's Committee said that Chairman Nguyen Van Tung has just given instructions in Document 6807/VP-TCNS on the publicity and transparency of the collection and expenditure of donations and sponsorships at historical and cultural relics, temples, etc. in the city.
Accordingly, the City People's Committee assigned the Department of Culture and Sports and the People's Committees of districts and towns, according to their assigned functions, tasks and authorities, to proactively carry out appropriate, timely and effective tasks and solutions according to regulations to strengthen the management of donations and sponsorships at historical and cultural relics.
At the same time, review local documents and regulations related to the management of financial revenue and expenditure for festival organization and donations, sponsorship for relics and festival activities to issue new Decisions or amend and supplement them accordingly according to the regulations of the Ministry of Finance; Direct relevant organizations and individuals to publicly and transparently collect and spend donations, sponsorship for relics and festival activities and provide timely information when requested by competent authorities according to the provisions of law.
In addition, the Chairman of the Hai Phong City People's Committee also requested to strengthen propaganda work, create social consensus, mobilize participation, agreement and support of all classes of people; develop a periodic inspection plan and strengthen inspection and supervision, ensuring that donations and sponsorships for relics and festival activities are used strictly, publicly, transparently, effectively, for the right purposes and regulations.
Timely detect, rectify and strictly handle organizations and individuals who violate the law, absolutely do not allow waste, negativity, corruption, or take advantage of belief and religious activities for personal gain; contribute to preserving and promoting the nation's fine traditional culture and actively contribute to the conservation, restoration and embellishment of relics, the organization of festivals, and the promotion of the value of Vietnam's cultural heritage.
This is to implement the direction of the Prime Minister in Official Dispatch No. 77/CD-TTg dated August 8, 2024 on strengthening state management of donations and sponsorships at historical and cultural relics nationwide. Pursuant to Report No. 174/BC-BTC dated June 26, 2024 of the Ministry of Finance on the results of the overall inspection of the management of donations and sponsorships at historical and cultural relics nationwide in 2023 and on the basis of the report and proposal of the Department of Finance.
