In the hallway area on the first floor of apartment building A7, the entire ceiling is peeling off, revealing rusty steel. Ms. Nguyen Thi Nhan (74 years old, a resident of apartment building A7 Van My for more than 50 years) said: A few years ago, this ceiling suddenly fell down, fortunately no one was walking around.

Outside building A7, the apartments have also deteriorated, and are now even more shabby after the storm.

Behind building A7 there are still many tiger cages, which do not ensure fire safety.

To ensure the safety of people, immediately after storm No. 3, Hai Phong City requested that residents of these two apartment buildings not return home. The city also arranged safe temporary shelters for residents. Apartment buildings A7, A8 Van My have 303 households that must be relocated. Of these, there are 15 kiosks in front, the remaining 288 households in the apartments. To date, 110 households have been arranged to draw lots for apartments in HH1 Dong Quoc Binh; 84 households have been temporarily relocated to apartments in Kenh Duong ward.

In addition to the two apartment buildings A7 and A8 Van My, the remaining apartments in Van My Apartment Complex have also degraded to level D - the highest level. According to Mr. Vu Trung Thien - a resident of the 3rd floor of building A1 Van My Apartment Complex, on May 9, when Mr. Thien's family was living and cooking to prepare for their children to go to school, they heard a loud bang. A wall of more than 1m2 fell down, breaking many household items. Mr. Thien said that the apartment complex has been degraded for a long time, posing a danger to residents every day. Therefore, residents all hope that the city will pay attention and arrange safe housing for residents.

According to the Department of Construction, Hai Phong City currently has 97 apartment buildings with level D danger (a level where the load-bearing capacity of the load-bearing structure cannot meet the requirements of normal use, the building is in a state of overall danger). Recently, the Chairman of the Hai Phong City People's Committee agreed to stop using 41 old apartment buildings with level D danger (about more than 2,600 households) in the city that were seriously affected by storm No. 3.
