The Ho Chi Minh City Department of Construction has just sent a document to the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) - the investor of the An Phu traffic intersection construction project, requesting to handle the flooding situation at the HC1-02 underpass.
According to the Department of Construction, the flooding situation at An Phu underpass has occurred many times, greatly affecting people's travel. The Department has repeatedly requested the Traffic Board to inspect, review and handle it thoroughly.
However, on the evening of September 10, the HC1-02 underpass continued to be flooded after heavy rain and has not been thoroughly repaired to date.
The Department of Construction requests the Traffic Management Board to urgently overcome the flooding situation, ensure traffic safety, exploitation safety and prevent recurrence in the near future.
At the same time, the investor must inspect and clarify objective and subjective causes; assess the drainage capacity of the tunnel, the condition of the drainage system and related equipment.
The Department of Construction also requested to accelerate the construction progress of the remaining items of the project, strengthen inspection and supervision of construction quality, and ensure that the items are implemented in accordance with the approved design documents, technical instructions and requirements on quality and project safety.
On the evening of September 10, underpass HC1-02 at An Phu intersection, Binh Trung ward, was flooded about 1m after a heavy rain. Water flooded into the tunnel, causing the project to be temporarily closed to ensure safety. Fire and rescue forces and Ho Chi Minh City Urban Drainage One Member Limited Company were mobilized to pump water out. By 1:45 pm on September 11, the water in the tunnel was pumped out and the project was treated to serve traffic.
According to the Traffic Board, the HC1-02 underpass has completed the tunnel section and was opened to traffic from February 2026. However, the entire package currently only reaches more than 90% of its value.
Because the items of the project have not been synchronously completed, the drainage system in the tunnel is still operating with temporary pumps. The capacity of this pump only meets about 70% of the designed capacity of the main pumping system.
Currently, the construction and installation of the pumping station has been about 80% completed. The Traffic Management Board requests the contractor to focus on construction, strive to complete and put the main pumping system into operation from September 22, 2026.
An Phu intersection was started at the end of 2022 with a total investment of more than 3,400 billion VND, built on a three-story scale including an underpass and an overpass system.
The project connects Mai Chi Tho, Luong Dinh Cua, Dong Van Cong routes with the Ho Chi Minh City - Long Thanh - Dau Giay expressway, and is expected to reduce traffic pressure at the eastern gateway of Ho Chi Minh City.
This is also an important traffic hub connecting the eastern area of Ho Chi Minh City with Cat Lai port, Dong Nai and Long Thanh airport.
The project has been postponed twice. Initially, the project was expected to be completed by the end of 2025, then postponed to the second quarter of 2026. Currently, the progress has continued to be adjusted to the second quarter of 2027 and is expected to be handed over in the third quarter of 2027.
