According to records, the HC1-02 underpass, the section connecting Mai Chi Tho street with the Ho Chi Minh City - Long Thanh - Dau Giay expressway, was deeply flooded after a heavy rain on the evening of September 10.
Water flooded about half a meter at many locations in the tunnel. A car stalled while moving from the expressway towards Mai Chi Tho street through the tunnel.
The incident prevented vehicles behind from continuing traffic and had to turn around. Meanwhile, some surrounding roads are organizing one-way traffic, making traffic in the An Phu intersection area even more chaotic.


Immediately after the flood occurred, the traffic direction from the Ho Chi Minh City - Long Thanh - Dau Giay expressway to the An Phu intersection through the HC1-02 tunnel was temporarily closed for handling.
Representatives of the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) said that the rainfall in the evening of September 10th was very large, while water from outside flooded into the tunnel area, causing the drainage system to not be in time.
Notably, water also overflowed into the pumping station serving the tunnel, affecting drainage work. Units are increasing pumps to drain water.
The pumping station was also flooded. The Board requests the construction unit to immediately build a system around the station tomorrow, preventing water from outside from overflowing" - a representative of the Traffic Board informed.

The HC1-02 underpass has a total investment of more than 342 billion VND, and is one of the important items of the An Phu intersection project. The project was opened to traffic on February 2, 2026.
The tunnel is about 480m long, of which more than 140m is closed tunnel and more than 340m is open tunnel. The tunnel's starting point is adjacent to the beginning of Ba Dat bridge, the ending point is on Mai Chi Tho street, connected to the HC1-01 tunnel access road. The project has a scale of two-way traffic, two lanes in each direction.
This is not the first time the HC1-02 underpass at An Phu intersection has been flooded. On the morning of February 16, 2026, the tunnel was flooded about 50cm deep.
According to functional agencies, the cause at that time was an electrical incident that caused the pumping station to stop operating. Groundwater flowing back into the tunnel led to flooding.
The fact that the tunnel continues to be flooded after heavy rain on the evening of September 10, while the pumping station is also flooded, raises the requirement to have solutions to prevent water from overflowing into the pumping station area and ensure the drainage capacity of the project.
An Phu intersection was started at the end of 2022 with a total investment of more than 3,400 billion VND, built on a three-story scale including an underpass and an overpass system.
The project connects Mai Chi Tho, Luong Dinh Cua, Dong Van Cong routes with the Ho Chi Minh City - Long Thanh - Dau Giay expressway, and is expected to reduce traffic pressure at the eastern gateway of Ho Chi Minh City.
This is also an important traffic hub connecting the eastern area of Ho Chi Minh City with Cat Lai port, Dong Nai and Long Thanh airport.
However, the project has been delayed twice. From the completion plan at the end of 2025, the completion time is now adjusted to the second quarter of 2027 and is expected to be handed over in the third quarter of 2027.
