Not yet graduated but still in 10th grade
On September 16, the Department of Education and Training (GDĐT) of Quang Tri province said that it had a document requesting opinions from the Department of Vocational Education and Continuing Education, Ministry of Education and Training on handling directions related to 10th grade enrollment and issuance of diplomas for the high school continuing education program for Mr. Vo Danh Thuan.
Previously, implementing the proposal of the Department of Vocational Education and Continuing Education, the Department of Education and Training of Quang Tri province established a delegation to verify Mr. Thuan's learning process.
The delegation studied dossiers and documents; worked with Mr. Thuan, related people, Le Thuy Vocational Education - Continuing Education Center and Hung Thuy Secondary School. The Department also coordinated with the Provincial Police and the Department of Justice to verify and exchange relevant documents.
The verification results showed that from 1986 to 1989, Mr. Thuan studied grades 6 to 8 at Hung Thuy Primary and Secondary School level I+II. In 1989, he participated in grade 8 quality testing but the results were not achieved, and he had not been granted a secondary school diploma.
From June to November 2004, Mr. Thuan studied 9th grade of secondary school continuing education at Le Thuy Continuing Education Center. However, from September to November 2004, when he did not have a secondary school continuing education diploma, he also studied 10th grade of high school continuing education at this center.
On November 6, 2004, the Department of Education and Training of Quang Binh (old) issued a certificate of admission to 10th grade of continuing education for Mr. Thuan. After that, Le Thuy Continuing Education Center allowed him to check for compensation to ensure the conditions and continue to study in 10th grade.
On December 23, 2004, Mr. Thuan took the exam and was recognized as graduating from secondary school. From November 2004 to May 2006, he continued to study high school continuing education, then took the graduation exam on May 31, 2006 and achieved the results.
According to the report, Mr. Thuan said that when submitting the 10th grade enrollment application, he did not know the regulations requiring a secondary school diploma. By the time of taking the high school graduation exam, he already had a secondary school diploma.
Request handling direction
Quang Tri Department of Education and Training said that it has coordinated with the Provincial Police, Department of Justice and related units to verify the diplomas, transcripts, and certificates of admission to 10th grade of continuing education high school of Mr. Thuan.
The verification results determined that Mr. Thuan's enrollment into the 10th grade of the high school continuing education program had errors.
From the above results, the Department of Education and Training of Quang Tri province believes that a problem is arising that needs guidance on legal basis for handling.
Specifically, the Department requested the Department of Vocational Education and Continuing Education to clarify: The enrollment of 10th grade supplementary high school for Mr. Thuan is not in accordance with regulations, but the responsibility belongs to the enrollment unit, so is the learning process, graduation exam and issuance of supplementary high school diplomas afterwards legal or not?
At the same time, the Department requested guidance on whether Mr. Thuan's high school supplementary education results will be canceled, his high school supplementary graduation certificate will be revoked, and the legal basis for handling this case.
Currently, Quang Tri Provincial Police are checking Mr. Vo Danh Thuan's report card.
Previously, Lao Dong Newspaper had an article reflecting on the fact that Mr. Vo Danh Thuan - Chairman of the Vietnam Fatherland Front Committee of Sen Ngu commune showed abnormal signs during his secondary and high school supplementary education.
Through inspection, the Department of Education and Training of Quang Tri province determined that Mr. Thuan studied 10th grade of high school continuing education before graduating from secondary school and requested the Ministry of Education and Training to guide handling.
Continuing to verify, the Department of Education and Training discovered that Mr. Thuan's secondary school transcript had an unusual point: the dossier was signed on May 30, 1988, but it recorded the place name Hung Thuy - Le Thuy - Quang Binh in the 1986-1989 school years, when Quang Binh had not been re-established, still belonging to Binh Tri Thien province.
