Many mistakes occurred
According to the investigation of Lao Dong Newspaper reporters, recently, the Thanh Hoa Department of Construction Inspectorate has inspected the compliance with specialized laws and regulations on expertise and techniques in the construction investment of a number of projects and works using state budget capital and other legally mobilized capital sources in public investment of the Dong Son District People's Committee .
Thanh Hoa Department of Construction Inspectorate has inspected 35 projects and construction investment works from 2019 to 2024. Of these, 28 projects and works were invested by Dong Son District Construction Investment Project Management Board and 7 works were invested by the People's Committees of communes.
Through inspection, a series of projects and works were identified to have violations such as: investors have not organized the establishment and approval of construction design tasks as a basis for implementation; some investors have not kept complete survey records and have not approved survey result reports as prescribed.
Not seeking agreement from professional agencies; not examining to serve as a basis for appraising the design implementation step after the basic design; reporting appraisal results before conducting an environmental impact assessment; some appraisal projects did not detect arithmetic errors, volume errors, or consulting cost norms; applying inappropriate norms, applying norms... leading to an increase in the total investment when approving the project...
In addition, many violations were also identified in the work of project submission, approval, approval of implementation designs after basic design; construction quality management; project completion settlement... in a number of inspected projects.
Handling violations
From the above violations, the Construction Department Inspectorate proposed to deduct from the final settlement and administratively sanction related units, with an amount of more than 1.9 billion VND.
Most typically, at the infrastructure project to expand the administrative center and rural residential area of Dong Phu commune (Dong Son district), Manh Dung Trading and Construction Company Limited (the contractor) was administratively fined VND40 million for "accepting the volume of work that has not been performed or accepting the volume of work that is more than the actual work performed". In addition, this company had to pay back more than VND1.29 billion to remedy the consequences.
Fine Thai Son Irrigation Traffic Construction Consulting Joint Stock Company (design consulting unit) 40 million VND for miscalculating volume, making estimates with volumes that are not in accordance with the volume calculated from the design drawings. Fine Tran Gia Investment and Construction Trading Company Limited (supervision consulting unit) 40 million VND for the act of "accepting volume, work that has not been performed or accepting volume, work that is more than the actual work performed".
At the project to upgrade and expand the route from the North-South expressway underpass to Phu Anh - Cau Van road (Dong Minh commune, Dong Son district), an administrative fine was imposed on Phat Loc Thanh Trading Joint Stock Company (design consultant) with the amount of VND 25 million for "making design documents that are not in accordance with regulations".
With the violations pointed out, the Inspectorate of Thanh Hoa Department of Construction requested the People's Committee of Dong Son district to review the responsibility of the collective and individuals for the violations; review and correct errors in construction investment management in the district.
Cracked construction
Previously, as Lao Dong Newspaper reported , in Dong Son district, Thanh Hoa province, a situation recently occurred where some newly completed dike projects that had been put into use not long ago were already cracked.
The dike road project (from Thanh Huy bridge to Phu Binh football field, Dong Ninh commune), about 1km long, with an investment capital of nearly 10 billion VND, invested by Dong Son district People's Committee, the construction unit is Song Ma 2 Construction Joint Stock Company, has just been completed and put into use not long ago but has already cracked.
Similarly, the dike road project connecting the above road section (from Phu Binh village to Phu Chan bridge, Dong Ninh commune) with a length of more than 834m, with an investment of 13.2 billion VND, invested by Dong Son district People's Committee, the construction unit is Hoang Anh Transport - Construction Company Limited, also had large cracks in many locations.
Notably, the dike road project (section from Thanh Huy bridge to Phu Binh football field, Dong Ninh commune), constructed by Song Ma 2 Construction Joint Stock Company, was also "named" by the Thanh Hoa Department of Construction Inspectorate and proposed to be deducted from the final settlement of construction and installation costs, with an amount of nearly 84 million VND.
