The Vung Dang Sea Encroachment Residential Area Project is over 27 hectares wide, located in Hong Gai and Cao Xanh wards, invested by 507 Construction Joint Stock Company, and implemented since 2002.
After a short time of use, some areas in urban areas are often flooded every time the tide rises. Of which, Group 18, Zone 7, Cao Xanh Ward was the most heavily flooded spot, with water levels up to 50cm deep, directly affecting 120 households.
To find the cause of the flooding, the People's Committee of the old Ha Long city and Construction Joint Stock Company 507 conducted many surveys.
The cause of flooding is due to the process of leveling the Vung Dang coastal residential area project since 2001 according to the design approved by the Department of Construction and the Provincial People's Committee (land leveling height +3.15m), but currently many locations have sunk.

According to the survey results of the current terrain, the lowest road surface height is +1.96m, the lowest sidewalk height is about +2.2m. The entire project's surface has sunk from 0.2m - 1m. Therefore, when the tide rises and there is heavy rain, it will lead to localized flooding.
Mr. Phan Van Lai, Group 18, Zone 7, Cao Xanh Ward, said: "There are days when the flood is right at work, taking children to school, the whole family seems to be "loose" in the house. Daily life is disrupted. On average, the tide rises and floods the road twice a month, affecting traffic.
These days, the water is about 50cm high, so every family member has to move their pants and wade through the water until the flood is not there, then take another vehicle to work or take their children to school, which is very inconvenient.

Not to mention, if there is heavy rain or in the rainy season like now, flooding will become even more frequent".
Mr. Tran Xuan Thuy, Head of Group 18, Zone 7, informed: "The group has repeatedly petitioned the old Quang Ninh province and Ha Long city, but the flooding situation has not been completely handled.
By August 2024, the People's Committee of the old Ha Long City issued a document requesting the 507 Construction Joint Stock Company to urgently implement the work items in accordance with the contents of the Company's commitment in Official Dispatch No. 175/BC-KHDA dated August 15, 2024 to overcome the flooding situation in the Vang Dang Urban Area of Cao Xanh Ward in February 2025. However, it is now August 2025, and the company has not had any movement".
"Not only flooding, the electricity system here is also degraded, often on fire, forcing many households to temporarily pull the electricity, making it unsafe" - Mr. Thuy added.

Working with a reporter from Lao Dong Newspaper, Mr. Le Tuan Vu - Chairman of Cao Xanh Ward People's Committee said: "The infrastructure of Vung Dang urban area is not yet synchronous, which has been going on for many years. To make people use electricity safely during the rainy and stormy season, there was a time when the ward also called for socialization to replace and repair some unsafe points for electricity in urban areas.
Regarding urging progress to overcome flooding during high tides, the People's Committee of Cao Xanh Ward has issued a document inviting Construction Joint Stock Company 507 to the headquarters of the People's Committee of the Ward to work, expected right after the National Day holiday on September 2.
The upcoming working content will review the progress of implementing items and overcoming flooding in the Vung Dang urban area to see what difficulties businesses are currently facing, the government will find a way to resolve them to complete the repair work, ensuring stable living conditions for people".
