After 2 working days, the 17th Hai Phong City People's Council, term 2026 - 2031, has completed the entire program set out at the regular session. Delegates voted to pass 24 Resolutions, including:
1. Resolution on questioning at the 3rd session (regular session in mid-2026) of the 17th City People's Council.
2. Resolution on the results of the socio-economic development plan for the first 6 months of the year; key tasks and solutions for the last 6 months of 2026; adjusting and supplementing a number of socio-economic development targets for 2026 and the period 2026 - 2030.
3. Adjusting and supplementing the List of projects and works that must recover land in the city.
4. Amending and supplementing the land price list for the first time in the city in Resolution No. 85/NQ-HDND dated December 11, 2025 of the City People's Council.
5. Amending and supplementing a number of articles of the Regulation on criteria for determining location for each type of land, the number of land locations in the Land Price List in the city issued together with Resolution No. 33/2025/NQ-HDND dated December 10, 2025 of the City People's Council.
6. Regulations on some regimes and norms for financial expenditures to ensure the operation of People's Councils at all levels of Hai Phong City.
7. Adjustment and supplementation of the city's public investment plan for 2026 (3rd time).
8. Regulations on business registration fees in Hai Phong City.
9. Regulations on the maximum and minimum levels of the market fluctuation adjustment coefficient for land prices in the area.
10. Regulations on the initial registration fee for passenger cars with 9 seats or less in Hai Phong City.
11. Regulations on exemption and reduction of land rent for socialization facilities and non-profit projects in Hai Phong City.
12. Abolishing a number of legal normative resolutions issued by the City People's Council in the financial field.
13. Abolishing Resolution No. 06/2016/NQ-HĐND dated March 29, 2016 of the Hai Phong City People's Council on tasks and solutions for recovering land areas that have been allocated and leased to ineligible subjects, inappropriate authority, slow land use or use for improper purposes causing waste of land resources.
14. Regulations on policies to support emergency relocation for households and individuals using houses in dangerous old apartment buildings and support for rent in apartment buildings belonging to public assets.
15. Promulgate Regulations on principles, criteria, norms for allocating city budget capital; mechanisms and policies for implementing the National Target Program on building new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas in the period 2026 - 2030 in Hai Phong City.
16. Regarding the relocation of residents combined with urban embellishment and renovation and reconstruction of old, degraded apartment buildings in the area.
17. Regulations on criteria for establishing the Civil Defense Team and criteria on the number of members of the Civil Defense Team in Hai Phong City.
18. Regulations on the level of labor day allowance for people participating in the commune-level disaster prevention and control shock force without receiving salaries from the state budget during the time they are mobilized to perform disaster prevention and control tasks, participate in training, coaching, and disaster prevention and control drills in Hai Phong City.
19. Regulations on support policies for civil servants and public employees working at "one-stop shop" departments at all levels.
