As Lao Dong reported, the project to handle unsafe locations through Khau Coc Cha Pass (Bao Lac District) started in June 2023 with a total investment of 39 billion VND. The funding source was allocated by the Ministry of Transport, with the Cao Bang Provincial Department of Transport as the investor.
In this renovation, the items implemented include: expanding the view, paving the entire road surface with asphalt concrete, adding a traffic safety system, reinforcing the curb and adding longitudinal grooves, to ensure the ability to exploit, maintain the life of the roadbed and surface, as well as improve traffic safety for the pass.
According to information from the People's Committee of Bao Lac district, the project was expected to be completed in December 2023, but was later postponed to the first quarter of 2024. The project has been extended for the third time and must be completed in June 2024. However, to date, construction is still unfinished.
According to the construction site in the first days of the new year, most of the pass levels have been paved with asphalt, and the guardrail system has been erected. However, some locations are still subject to landslides, and the road surface is affected by the impact of storm circulation No. 3 (Yagi) in September 2024.
Latest information from the project investor, the workload is almost completed, and the construction unit is striving to complete the project as soon as possible. However, the prolonged construction in the past has caused a lot of inconvenience to the people.
Bao Lac District People's Committee has issued a document requesting superiors to direct relevant units to speed up construction progress to avoid troubles caused by prolonged construction.
Explaining the reason for the delay, the investor representative said that the construction project was being carried out on complex terrain, with many overlapping curves, narrow road surfaces, and many high-voltage power pole systems within the blasting and rock-breaking range, making the construction difficult.
Khau Coc Cha Pass is located on National Highway 4A, 2.5 km long. This is the only road connecting Xuan Truong commune with the center of Bao Lac district. With 15 levels of the pass and 14 bends clinging to the rocky mountains, traveling here will bring a new feeling. For a long time, this pass has become one of the famous tourist symbols of Cao Bang province.
According to the reporter's investigation, the project to handle unsafe locations across Khau Coc Cha Pass is invested by the Department of Transport of Cao Bang province. The supervising consultant is the Northern Transport Construction Design Consulting Joint Stock Company. The design consultant is Dong A Investment and Design Joint Stock Company. The construction contractor is BDC Vietnam Investment and Construction Joint Stock Company.
