Recently, the Department of Industry and Trade of Cao Bang province announced the implementation of Decree No. 181/2024/ND-CP of the Government, detailing the management and use of industrial explosives and explosive precursors. This Decree takes effect from January 1, 2025, aiming to improve safety in the use of explosives, protect people's health, lives and the environment.
According to the announcement of the Department of Industry and Trade, organizations and units operating related to industrial explosives in the province must seriously study and apply the new Decree.
Units that have been granted a certificate of industrial explosives safety training before January 1, 2025 can continue to use the certificate until the expiration date stated in the certificate.
For units requiring new training or re-certification, specific regulations on training subjects, content and certification procedures have also been clearly stated.
The Decree requires units to provide safety training to subjects such as managers, blasting commanders, blasting workers, and explosives storage staff.
The training content shall include legal regulations on the use of explosives, safety measures in the production, storage, transportation and destruction of explosives. Initial training programs shall last at least 12-16 hours and shall be conducted periodically every two years.
In addition, organizations and businesses will be responsible for organizing training, selecting instructors, monitoring and managing training for relevant subjects.
The training registration and certification documents are also specified in detail, requiring full documentation and proof.
The Department of Industry and Trade of Cao Bang province calls on agencies, units and enterprises operating in the use of industrial explosives in the province to strictly implement new regulations to ensure safety in the production, business and use of industrial explosives.
