On June 4, the leader of Kim Boi District People's Committee said that the unit had issued a decision on administrative sanctions in the field of land against Mr. Nguyen Chi Luan (born in 1988, permanent resident in Nam Thuong commune, Kim Boi district).
According to the decision, Mr. Luan arbitrarily changed the purpose of using 2,592.2m2 of perennial land to non-agricultural land (land for construction of forest product production and processing facilities) without permission from the competent authority. This action violates the provisions of Point c, Clause 1, Article 10, Decree 123/2024/ND-CP of the Government.
Based on the level of violation, the Chairman of Kim Boi District People's Committee decided to administratively fine Mr. Nguyen Chi Luan 15 million VND. Forced Mr. Luan to restore the land to its original state before the violation.
The Department of Agriculture and Environment of Kim Boi district and the People's Committee of Nam Thuong commune are assigned to supervise, urge and request Mr. Luan to take remedial measures within 30 days from receipt of the decision. In case Mr. Luan does not comply, he will be forced to comply according to the law.
Previously, Lao Dong Newspaper received feedback about a large-scale forest product processing facility illegally built on agricultural land, located right next to the headquarters of the People's Committee of Nam Thuong Commune (Kim Boi District), although it was suspended, it still openly operated.
According to the reporter's records, this wood workshop is thousands of square meters wide, located on a plot of land surrounded by fields, about 300 meters from the headquarters of the People's Committee of Nam Thuong commune, the workshop, machinery and power station are operating, showing no signs of being temporarily suspended.
After many complaints about the violations of the above wood workshop, in October 2023, the People's Committee of Kim Boi district assigned a professional department to coordinate with the People's Committee of Nam Thuong commune to inspect.
The results show that Thanh Ha - Hoa Binh LLC signed a contract to allocate agricultural land (April 3, 2023) with Mr. Nguyen Chi Luan at plot number 05, map sheet number 13, area of 10,000 m2 to grow perennial crops. However, Mr. Luan arbitrarily built a factory and used it as an illegal wood processing facility, which was not in accordance with land use purposes.
On October 24, 2023, the People's Committee of Kim Boi district (Hoa Binh province) issued document No. 1863, requiring Mr. Nguyen Chi Luan to immediately stop all construction and production activities and must dismantle all illegal constructions and return the original agricultural land.
However, more than a year has passed, the above wood workshop still exists and is operating openly.
Immediately after the Lao Dong newspaper had the article "Illegal wood workshop operating near the headquarters of the People's Committee of Hoa Binh", the Office of Kim Boi District Party Committee said that the unit has just issued a document conveying the guidance of the Standing Committee of the District Party Committee on the inspection, verification and clarification of the contents reflecting the operation of an illegal construction wood workshop in Nam Thuong commune.
