The project to upgrade and expand National Highway 21B section from Provincial Road 427 to Kim Bai town is a key traffic project in Hanoi city, invested by Thanh Oai Commune People's Committee.
The project has a total investment of about 345.5 billion VND, implemented in the period 2020 - 2026.
Although implemented many years ago, the project could not be constructed synchronously due to site clearance issues.
Among them, the two areas identified as the most difficult and complex include the section about 310m long through Ba Hang Mai area (My Thuong village) and the section about 320m long through Cau Chuong hamlet (Tan Kieu village), which is the ground area of Thanh Oai commune that must be completed for handover for construction.
In the Ba Hang Mai area, site clearance work involves 96 land plots of 90 households and individuals. The main difficulties stem from the complex origin of land use, existing from the time of Ha Tay province (old).
Most of the area is agricultural land that has been encroached upon for a long time. Some cases related to land for population expansion according to Decision No. 57 of Ha Tay Provincial People's Committee in the past, were assigned not in accordance with authority, legal documents are not complete and the rights of land users have not been resolved definitively.
Meanwhile, in Cau Chuong hamlet, site clearance work involves 32 land plots of 28 households and individuals.
Most households with solid houses and construction works are within the scope of recovery, in many cases only a part of the area is recovered, directly affecting the structure of the works, the determination of compensation and support levels as well as considering resettlement conditions.
According to Thanh Oai Commune People's Committee, immediately after the two-level local government model officially went into operation, with the spirit of innovating management thinking, the Party Committee and Thanh Oai Commune People's Committee determined that site clearance work is not only a professional task but also a particularly important political task, which needs to be directed centrally, unifiedly and consistently.
The results of decisiveness in leadership and direction along with the consensus of the People have been quickly affirmed.
During the peak campaign, 90 households and individuals in the Ba Hang Mai area (My Thuong village) handed over land, coordinated to dismantle and complete 96 projects, houses and assets on land; 28 households and individuals in the Cau Chuong hamlet area (Tan Kieu village) have handed over land, functional forces are continuing to dismantle 32 projects according to the plan.
Regarding the National Highway 21B expansion project, Politburo Member, Secretary of the Hanoi Party Committee Tran Duc Thang requested that after completing site clearance, investors and construction units must mobilize maximum manpower and machinery, organize continuous construction, ensure progress, project quality, labor safety and traffic safety.
The completion of the project to upgrade and expand National Highway 21B not only contributes to completing the transport infrastructure system of the Capital but also expands the urban development space, strengthens inter-regional connectivity, attracts investment, creates motivation to promote socio-economic development, and gradually improves the quality of life of people in the Southern Hanoi area.
