Perfecting institutions and policies to promote digital economic development

In the context of current digital economic development, Vietnam needs to pay special attention to building and perfecting institutions and policies to create a framework for digital economic development on a national scale as well as economic regional and provincial institutions.

Promoting the improvement of institutions and databases for digital economic development

Perfecting the institutional framework and management mechanism suitable for the digital business environment, facilitating innovation in accordance with regional and global legal frameworks to develop the digital economy, especially new business models and methods so that the digital economy can soon increase its scale and increase its contribution to overall growth.

In the third quarter 2024 recommendation on some important topics of the economy, the representative of the research group, Prof. Tran Tho Dat - Chairman of the Science and Training Council, National Economics University, recommended that it is necessary to encourage innovation such as creating a mechanism to encourage innovation and investment in the digital economy in its components such as the core digital economy, platforms and digitalization of industries, creating a level playing field for new and established companies.

"Increase investment, especially public investment, to synchronously upgrade essential and widespread digital infrastructure and services, covering every corner of the economy and reaching every citizen, synchronously build and develop national data infrastructure, invest in upgrading technical infrastructure to ensure network safety and security, upgrade infrastructure of important and essential sectors and fields synchronously, creating conditions for people and businesses to use the utilities brought by the digital economy" - Professor Tran Tho Dat suggested.

According to Professor Tran Tho Dat, it is necessary to raise awareness about digital economic development and national digital transformation, thereby having the best preparation for the ability to adapt to these development trends for businesses, especially small, medium and micro enterprises. Businesses need to proactively seize opportunities, optimize business models, develop new skills for individuals and organizations, promptly deploy digital technology integration, promote the development of digital-based production and business solutions, participate more effectively in the global supply chain...

Focus on human resource training

Currently, although Vietnam's digital economic growth rate is at the top of the countries in the region, especially the growth rate of e-commerce, however, in terms of human resources ready for digital economic development, Vietnam is at the bottom of the list. This issue has long been focused on by developed countries, but for developing countries like Vietnam, the issue of human resource development for the digital economy has not received due attention.

The National Economics University recommends that the State should have a strategy and plan to provide education and training so that all citizens have the necessary skills and knowledge to participate in the digital economy. This includes training in digital literacy, computer skills and other areas related to the digital economy.

The government can promote digital skills development by investing in education and training programs, and by encouraging businesses and individuals to invest in their own digital skills development. Address skills shortages by ensuring there are enough skilled and trained workers to meet the needs of businesses and the entire digital economy.

Focus on developing and attracting digital technology experts and digital entrepreneurs through appropriate policies. At the same time, it is necessary to orient the development of local education and training in line with the socio-economic development strategy and the development orientation of high-tech industries and fields, smart manufacturing of the digital economy. Innovate and modernize university and vocational training programs in the province and city, strongly shifting from training based on ability to training based on social needs.

According to the report "The future of Vietnam's digital economy towards 2030 and 2045" (Data61 - Australia), Vietnam's GDP can increase by 0.38 to 1.1% annually depending on different scenarios of digital transformation. Over the past 10 years, Vietnam's digital economy has developed continuously in both infrastructure and business market. The economy has recorded the emergence of digitalization trends in many fields and economic sectors, from banking, finance, trade, to education, healthcare, etc.
