On August 25, in an exchange with a reporter from Lao Dong Newspaper, Mr. Pham Quoc Chinh - Chairman of Gia Vien Commune People's Committee, Ninh Binh province, said that due to the impact of storm No. 4 causing heavy rain, combined with upstream floods, the water in the Hoang Long River rose very quickly, and hundreds of households in the commune were isolated in floodwaters.
The whole commune has more than 700 households with nearly 3,000 people flooded. The most severe is in Kenh Ga village with about 600 households flooded. The flooding situation in the commune started on August 23. Until 10 am on August 25, the floodwater has not receded. Most of the flooded households are households living outside the Hoang Long river dike, almost every year when the water rises, the whole village is isolated by floodwaters" - Mr. Chinh said.

Also according to Mr. Chinh, the flooding situation does not cause much property damage, households here are flooded almost every year, so when floodwaters come, they proactively move their belongings up high. The condition of electricity and water is still guaranteed.
If the water has not receded for about 1 week, we will send clean water trucks to supply people" - Mr. Chinh said.

According to people in Kenh Ga village, after storm No. 4, very heavy rain accompanied by floodwaters from upstream poured in, causing the entire Kenh Ga village to be flooded. Families here, houses built in high positions or with high foundations are flooded half of the 1st floor, while low-rise houses are flooded the entire 1st floor. The only means of transportation to move into Kenh Ga village at this time is boats and ferries.
