Faced with the developments of storm No. 4 and the risk of heavy rain, floods, and inundation, the Chairman of the People's Committee of Hung Yen province requested departments, agencies, branches, units, businesses and People's Committees of communes and wards to proactively deploy response plans, absolutely not subjective or negligent.
According to the direction, units must strictly implement the telegrams of the Prime Minister, the National Steering Committee for Civil Defense and documents of the Department of Agriculture and Environment on proactively responding to heavy rain, flooding, tornadoes, lightning, strong winds at sea and tropical depressions in the East Sea.
Localities and units are required to proactively plan storm prevention and control according to the "four on-site" motto, including command on-site, forces on-site, materials on-site, vehicles and logistics on-site. At the same time, it is necessary to prevent tornadoes, lightning and strong gusts of wind before and after the storm makes landfall.
The Provincial Military Command is assigned to direct agencies and units to be ready with forces and vehicles, coordinate with localities to deploy response plans. Military forces proactively arrange forces and vehicles to support people and be ready to perform rescue and relief tasks when requested.
For coastal areas, the Provincial Border Guard Command presides over and coordinates with localities to implement sea bans from 5 am on August 22, strictly prohibiting ships from going out to sea, stopping exploitation, aquaculture, fishing and other activities in the river mouth, coastal, and offshore areas.
Functional forces must urgently call, count, and guide ships to safe shelters, arrange vehicles at anchorages, prevent collisions, ship sinking, and prevent people from staying on vehicles before the storm makes landfall. These tasks must be completed before 8 am on August 22.
Communes and wards are required to review plans to protect key dikes, embankments, key culverts, and projects under construction on dike routes, especially river mouth dikes and sea dikes; inspect weak houses, embankment areas along river mouths and coasts to proactively handle the risk of unsafety due to storms combined with rising water.
In coastal communes, the relocation of clam farming, aquaculture, and seafood farming households in low-lying areas along rivers and coasts must be completed before 11:00 AM on August 22. Localities must also arrange forces, materials, and vehicles in key areas to be ready for response, rescue, and relief.
To limit damage to production, functional units are required to urgently clear the flow, drain water on the field surface, protect production and be ready to activate electric pumping stations to drain water when required.
The Department of Agriculture and Environment organizes duty shifts, closely monitors developments, forecasts, warnings and promptly provides information about storms to functional agencies; and proactively advises the Provincial People's Committee on storm prevention and control measures.
The Provincial Police deploy forces and vehicles in key areas, ready to support people in areas at risk of being affected and deploy rescue and relief when necessary. Departments, agencies, branches, and units are required to ensure safety for operations at sea, telecommunications systems, educational, medical, production, business and service facilities.
