More than 41,000 people may have to evacuate
On September 10, Chairman of Hue City People's Committee Le Tri Thanh requested localities to review response plans for each level of risk, prepare forces and means according to the "4 on-the-spot" motto, not to be passive in the face of natural disasters.
To date, 40 communes and wards have completed response plans for natural disasters such as heavy rain, flooding, landslides, flash floods, storms and reservoir operation. The plans focus on evacuating people, protecting property, production, ensuring communication and reserving materials, vehicles, and essential goods.
Through review, localities identified about 13,375 households with 41,372 people who are likely to be evacuated when natural disasters occur, of which 1,125 people belong to vulnerable groups.
The evacuation plan when there is a storm is expected to be about 12,462 households with 40,034 people; when floods occur, about 10,056 households with 30,999 people.
Areas at risk of flash floods, landslides, deep flooding, waterlogging and fragmentation are reviewed to each household. For high-risk areas, localities must proactively relocate people before the situation becomes complicated, prioritizing interspersed evacuation and ensuring logistics at the evacuation site.
The 112 switchboard of the Hue City Civil Defense Command is maintained 24/24 hours for people to report and request support when natural disasters or incidents occur. Since the beginning of the year, the switchboard has received more than 215 calls.
According to forecasts, September-11 is the main period of the rainy and storm season in Hue City. From September 11-15, the area is forecast to have moderate to heavy rain, with very heavy rain in some places; especially on September 12-14, the total rainfall is commonly 250-400mm, with some places over 500mm.
Heavy rain is at risk of flash floods and landslides in hilly and mountainous areas, along rivers and streams; flooding in low-lying areas and urban waterlogging.
Do not let "water reach your feet before jumping
Chairman of Hue City People's Committee Le Tri Thanh emphasized that disaster prevention and control is a key and regular task, which must be implemented synchronously from the city to the grassroots level. The highest goal is to protect the lives and property of people and limit damage.
Mr. Le Tri Thanh requested sectors and localities to carefully study natural disaster response plans for 2026, review and adjust accordingly to each area and risk level. Local leaders must be responsible if they lack proactiveness, absolutely not to let the situation of "water to the feet jump" occur.
Hue City Hydrometeorological Station is required to improve forecast quality and update promptly when weather diễn biến changes. Reservoir management units must closely monitor rainfall, water flow to the reservoir and downstream areas; check monitoring systems, cameras, valve gates and backup power sources, ensuring safe reservoir operation.
Works under construction must also be inspected and assessed for safety levels. The city especially pays attention to the Thuan An coastal area that is being affected by waves and erosion, requesting urgent surveys, identification of locations that need reinforcement, temporary handling or complete construction.
Military forces, police, youth, and shock forces at the grassroots level must be ready to support people in reinforcing their houses. Localities proactively stockpile food, necessities, medicines, and supplies; prepare first aid, emergency care, environmental sanitation, and water disinfection plans after floods.
Chairman of Hue City People's Committee requested to develop specific plans for each period before, during and after natural disasters; ensure smooth communication, maintain standing forces and be ready for support. All tasks must be prepared early, remotely, close to reality, not to be passive or surprised.
