According to the National Center for Hydro-Meteorological Forecasting, on the morning of July 3, the tropical depression in the northwest of the Hoang Sa special zone strengthened into storm No. 1, internationally named MAYSAK. At 10:00 AM on the same day, the storm center was at about 17.5 degrees North latitude, 110.0 degrees East longitude, about 90 km south of Hainan Island (China).
The strongest wind near the storm center is level 8-9, gusting to level 11 and moving slowly in a west-northwest direction at a speed of about 5 km/h.
Forecast for the next 24 hours, the storm will move in a north-northwest direction at a speed of 10-15 km/h.
From the morning of July 4, the sea area of Hung Yen province, including Hung Phu, Nam Cuong, Dong Chau, Dong Tien Hai, Dong Thai Ninh, Thai Ninh, Thai Thuy and Dong Thuy Anh communes, has strong winds at level 6-7, gusts at level 7-8, waves 2-3 m high, rough seas.
From July 3rd to the end of July 5th, the province will have moderate rain, locally heavy rain, with common rainfall of 50-100 mm.
To proactively respond to storms, the Chairman of the Provincial People's Committee requested departments, branches, localities, businesses and People's Committees of communes and wards to strictly implement the telegrams of the National Civil Defense Steering Committee and the Provincial Civil Defense Command; absolutely not to be subjective, and at the same time deploy storm prevention and control plans according to the "four on-site" motto.
The Provincial Military Command is assigned to preside over and coordinate with coastal communes and relevant units to implement sea bans from 4:00 PM on July 3rd; strictly prohibit ships from going out to sea, stop exploitation, aquaculture, fishing and other activities in the river mouth area, coastal areas, offshore areas after the sea ban time. The call, counting, and guidance of ships to safe shelters, and arrangement of anchoring must be completed before 7:00 PM on the same day.
Communes and wards are required to review plans to protect key dikes, embankments, key culverts, and projects under construction; proactively handle unsafe locations.
Coastal communes urgently relocate clam farming and aquaculture workers from low-lying areas along rivers and coasts; close border gates and barriers through sea dikes and river mouth dikes before 8:00 PM on July 3rd.
Localities must also organize pruning trees, reinforcing houses, evacuating people from dangerous areas; arrange forces, materials, and vehicles at key points; clear flows, drain water to protect production and be ready to operate drainage pumping stations when necessary.
The Department of Agriculture and Environment is assigned to closely monitor storm developments, advise the Provincial People's Committee to direct disaster prevention and control work. The Provincial Police, departments, branches, and related units proactively arrange forces and vehicles ready to respond and rescue; ensure the safety of telecommunications systems, schools, medical facilities, and production and business.
Hung Yen Power Company develops a plan to protect the power grid system, ensuring continuous power supply, especially for drainage pumping stations. Provincial leaders, departments, branches and assigned technical staff must immediately come to the area to direct, inspect, and urge storm prevention and control work according to assigned tasks.
