On September 18, the People's Committee of Hung Yen province held a conference to remove difficulties in the management and operation of industrial clusters (ICs) managed by the district level, after implementing the two-level local government model.
According to the report, the whole province currently has 117 planned industrial clusters with a total area of over 7,096 hectares, of which 75 industrial clusters have been established with an area of about 4,006 hectares. There were 19 CCNns previously partly managed by the district level, 9 CCNns were fully managed by the district level. To date, 34 industrial parks have been put into operation, 10 industrial parks have attracted secondary projects, and the rest are in the process of completing investment procedures for technical infrastructure construction. 12 industrial parks have centralized wastewater treatment systems with environmental licenses.
The handover of management of industrial clusters from the district level to the commune and ward level was completed before June 30, and is currently under the management of the Economic - Infrastructure - Urban - Economic Departments of communes and wards. However, many industrial clusters previously managed by districts have not been invested in synchronous technical infrastructure due to budget constraints, especially the lack of centralized wastewater treatment systems.
Some essential infrastructure works invested by secondary enterprises have not met planning and environmental requirements. Land lease for projects is often concentrated in convenient locations on traffic routes, affecting planning and attracting secondary projects. Site clearance is also facing many difficulties, prolonging the project's progress.
At the conference, delegates focused on discussing difficulties and problems in managing and operating industrial parks, and at the same time proposing solutions to improve operational efficiency and attract investment.
Permanent Vice Chairman of the Provincial People's Committee Nguyen Quang Hung suggested that the Department of Industry and Trade take the lead in coordinating the review of the network of planning industrial parks, removing ineffective operation of industrial parks from the planning. According to Decree 139/2025/ND-CP, the province will study the transfer of all industrial clusters from the district level to the commune and ward for management to ensure the function of state management of land, environment, labor, security and order.
The Department of Industry and Trade is assigned to coordinate in advising on the plan to hand over infrastructure to enterprises for investment in exploitation and operation, and at the same time develop a plan for enterprises to invest in wastewater treatment systems in accordance with regulations. Departments and branches need to review legal entities, financial mechanisms and industries to apply them generally to the management and operation of industrial parks, creating favorable conditions for investors.
The Department of Agriculture and Environment will synthesize the opinions of investors and localities to advise on solutions to remove administrative procedures related to land, environment, site clearance and supply of filling materials.
Mr. Nguyen Quang Hung requested investors and enterprises to strictly implement their commitments in investment policy decisions, comply with legal regulations, coordinate with local authorities in environmental protection, infrastructure investment and attracting investment in industrial parks.
