According to the Construction Investment Project Management Board No. 2, there are currently 3 key transport projects under implementation. The investment project to build the Ninh Binh - Hai Phong expressway, the section passing through Nam Dinh (old) and Thai Binh (old) provinces under the PPP form, has cleared about 360.8/395.68 hectares of agricultural land (91%), of which Hung Yen province reached 97%, Ninh Binh province reached 84%. Localities have handed over about 82% of rice fields to investors.
Regarding public investment capital, the project has been allocated VND 5,700 billion from the central budget (this capital has not yet been disbursed). Hung Yen province has allocated 561.12 billion VND, disbursed 388.334 billion VND and fully disbursed 130 billion VND in loans from the Provincial Land Fund Development Center; Ninh Binh province has allocated 1,000 billion VND, of which 312.52 billion VND has been disbursed.
The project to invest in the construction of a road from the old Thai Binh City to Hung Ha, connecting to Hung Yen, is 24.8km long, with a total investment of VND4,928 billion. Up to now, the project has completed the survey, design, and is selecting a consulting contractor; at the same time, preparing to place piles for site clearance and hand over the boundary markers.
The investment project to build a road connecting Thai Binh City (old) to Nghin Bridge under the form of public investment is 21.28km long, with a total capital of VND 2,121 billion. The investor has signed a contract with the construction contractor and supervision consultant; is laying the foundation, completing procedures, and receiving items from the PPP project.
Chairman of the Provincial People's Committee Nguyen Khac Than said that these are important transport projects, connecting regions, creating development space for the province. During the implementation process, departments, branches and localities need to clearly define responsibilities, determination and completion time. The leaders of Hung Yen province said that there are some shortcomings and objective reasons why the project has not met expectations, and requested departments, branches and localities to coordinate flexibly to remove difficulties.
For the project connecting Thai Binh City (old) to Nghin Bridge, it is necessary to be determined to complete in 2026, in which the section from Nghin Bridge to DH.72 strives to be completed in November 2025; the section from Vo Nguyen Giap Street to National Highway 39A is expected to be completed before the Lunar New Year 2026. The investment project to build the Ninh Binh - Hai Phong expressway through Nam Dinh (old) and Thai Binh (old) provinces continues to be directed to work in "3-shift, 4-shift", throughout holidays and Tet to ensure progress.
The investment project to build a road from the old Thai Binh City to Hung Ha connecting to Hung Yen is a project to start construction to welcome the Party Congress of Hung Yen province for the 2025 - 2030 term, striving to complete in the second quarter of 2027.
