According to the report of the Department of Construction, the whole province currently has 5 key housing projects, of which 3 projects need to focus on direction including: Urban complex, eco-tourism, Khoi Chau golf course with a total investment of VND 39,787 billion; social housing area for low-income people in Yen My II Industrial Park with 9,000 apartments, total investment of VND 4,963.98 billion; social housing in Pho Hien ward with 5,500 apartments, total investment of VND 6,094.72 billion.
For key transport projects in the 2021 - 2025 period, there are 3 national and construction key projects: Hanoi Ring Road 4 (component projects implemented by the Provincial People's Committee), Ninh Binh - Hai Phong Expressway through Nam Dinh and the old Thai Binh, Lao Cai - Hanoi - Hai Phong railway line.
In addition, the province has 3 key projects: Tan Phuc - Vong Phan road (DT.378 intersection), the route connecting cultural heritage tourism and economic development along the Red River, the route from Thai Binh ward to Hung Ha commune connecting with Pho Hien ward; and 8 projects are studying investment policies for the period 2025 - 2030.
The No. 1 Construction Investment Project Management Board is the investor of 64 projects, including 1 national key project in the transport sector and 2 key projects of the province. To date, 4 projects have been completed, 54 projects are under construction and 6 projects are in the investment preparation stage. The Board has directed contractors to focus on machinery and human resources to speed up progress; at the same time, promote the completion of procedures for investment preparation projects. However, the disbursement by November 15, 2025 had only reached nearly 29%.

Concluding the meeting, Mr. Pham Quang Ngoc highly appreciated the role of the Department of Construction and the No. 1 Construction Investment Project Management Board in the context of the province implementing many major programs and projects. The provincial chairman requested the two units to change their thinking, improve their responsibility, tighten discipline and order in performing their tasks; clearly assign people, work, and responsibilities to speed up the progress of key projects.
The provincial Chairman suggested that the Department of Construction promote its advisory role in perfecting provincial planning, traffic - construction planning, urban and rural planning in the direction of expansion, forming new development space; ensuring synchronization between traffic, urban and technical infrastructure, avoiding local and regional thinking.
For the No. 1 Construction Investment Project Management Board, the Chairman of the Provincial People's Committee requested to closely follow the progress, classify each project to determine the causes of problems and handle them thoroughly; focus on site clearance and public investment disbursement in 2025.
The Board must proactively coordinate with departments, branches, localities and contractors to remove difficulties, especially in terms of site clearance and construction materials. The head of the unit is responsible to the Chairman of the Provincial People's Committee if the disbursement target for 2025 is not completed.
