The Ninh Binh - Hai Phong expressway project (CT. 08) section passing through Hung Yen province is 3.3km long, passing through 10 southern communes of the province. The road is designed according to the standard of a complete 4-lane expressway, roadbed width 24.75m, design speed 120km/h.
According to the progress report on site clearance (GPMB) of the Ninh Binh - Hai Phong expressway construction investment project section passing through Hung Yen and Ninh Binh provinces of Construction Investment Project Management Board No. 2, up to now, the GPMB work for agricultural land has basically been completed, reaching about 93.69% of the total area, equivalent to 31.2km/33.3km that have been handed over to investors.
The work of counting and verifying the origin of residential land has been completed for 245/245 households. Resettlement areas are being implemented according to plan, some of which are expected to be completed in April and May 2026.

However, the implementation process still faces many difficulties and obstacles. The work of determining specific land prices in many localities is still slow, only 2/7 communes have completed the issuance of land price certificates, affecting the progress of preparing, appraising and approving compensation and support plans.
In addition, site clearance for residential land, converted land and land of organizations and businesses still has many cases that have not agreed on compensation plans. Some households have not cooperated in inventorying or have not agreed to hand over land. The implementation of some resettlement areas is still slow. The relocation of technical infrastructure, especially electricity and telecommunications systems, is not synchronized with the construction progress.
Construction Investment Project Management Board No. 2 requests the Provincial People's Committee to direct the removal of obstacles, promptly allocate capital sources to serve site clearance and resettlement area construction; and at the same time have specific guidance on the management and use of colored soil layers. Localities need to accelerate the progress of determining land prices, be proactive and flexible in arranging resettlement, ensuring practical suitability.
