The Ministry of Construction has just issued an official dispatch to the People's Committee of Dong Thap province on supporting construction materials to serve the construction of the investment project to expand the Ho Chi Minh City - Trung Luong - My Thuan expressway in the form of public-private partnership.
According to this official dispatch, the investment project to expand the Ho Chi Minh City - Trung Luong - My Thuan expressway in the form of public-private partnership passes through Ho Chi Minh City, Tay Ninh province and Dong Thap province, belonging to the North - South expressway axis in the East, which is a vital traffic axis, playing an important role in connecting, promoting socio-economic development and ensuring national defense and security for Ho Chi Minh City and the Mekong Delta region.
This project was started on December 19, 2025, and is expected to be completed in 2028.Currently, the Ministry of Construction is drastically directing the Investor/Project Enterprise and related units to urgently complete procedures to soon promote construction.
According to the Investor/Project Enterprise's report, the main difficulty of the project currently is the source of construction materials to serve project construction due to the scarcity of materials in the area.Early identification of the supply source and completion of construction material exploitation procedures is extremely important and is a prerequisite for completing the project on schedule.
To ensure the goal of completion and promote project investment efficiency, the Ministry of Construction requests the People's Committee of Dong Thap province to pay attention to and direct departments, branches and relevant agencies and units to consider supporting and solving difficulties in the source of sand materials to serve project construction.
The Ministry of Construction will direct the Investor/Project Enterprise and contractors to closely coordinate with departments, branches, and localities to promptly resolve difficulties and obstacles in the implementation process.


According to the project investor's report, the demand for the project to invest in expanding the Ho Chi Minh City - Trung Luong - My Thuan expressway in the public-private partnership method is 6.9 million m3 of foundation sand, 3.5 million m3 of stone. In which, for special mines, the investor has worked with the Dong Thap Provincial People's Committee to allocate 3 sand mines with reserves of 4 million m3 (including a sand mine in My An Hung commune; a sand mine in Cao Lanh ward; a sand mine in Thuong Phuoc commune). Currently, it is facing procedures to close the mine that have not been completed.
For commercial mines, 0.24 million m3 of commercial sand from Dong Thap construction material mine has been requested for allocation; the remaining 2.66 million m3 is being requested for allocation of volume of the sand mine cluster on the Tien River, awaiting opinions from the People's Committee of Dong Thap province.
As for the stone mine, 0.25 million m3 of stone has been requested for allocation. The remaining 3.25 million m3 of stone is being worked with the People's Committee of Dong Nai province and the People's Committee of Ho Chi Minh City to continue allocating mines (including 6 mines: Thanh Phu 2, Thuong Tan 3, Thuong Tan 4, Thuong Tan 6, Suoi Rac and Rach Rac). Currently, Dong Nai province and Ho Chi Minh City are reviewing the allocation for the project.

The project to invest in the construction and expansion of the Ho Chi Minh City - Trung Luong - My Thuan expressway according to the public-private partnership method has its starting point Km9+325 at the Cho Dem intersection (belonging to Tan Nhut commune, Ho Chi Minh City), the ending point Km105+454 at the northern bridgehead of My Thuan 2 bridge (belonging to An Huu commune, Dong Thap province), with a total investment of 36,172.41 billion VND, project implementation time from 2025, completion and commissioning in 2028.
The goal of this project is to reduce traffic congestion, along with traffic projects being exploited in the area, a complete traffic network will be formed in the Southern Key Economic Region and gradually complete the expressway network in the Mekong Delta region.At the same time, contributing to meeting the transportation needs from the Southwest provinces to Ho Chi Minh City, the Southeast region and provinces and cities nationwide; creating space and motivation for regional space development with a synchronous technical infrastructure and social infrastructure system, connecting economic centers, international border gates and seaports; improving competitiveness, creating motivation to promote regional economic development; contributing to ensuring national defense and security; gradually successfully implementing socio-economic development goals and strategies according to the Resolution of the 13th Party Congress.
