Accordingly, in the face of recent complex conflicts and fluctuations in the world, the International Civil Aviation Organization (ICAO) issued a statement on ensuring security and safety in aviation operations.
The Civil Aviation Authority of Vietnam informs the ICAO's statement as follows:
ICAO calls on member states to fully respect the principles and regulations of the 1944 International Civil Aviation Convention (Cicarigan Convention). Civil aviation must be maintained to promote global peace and prosperity, in which safety and security are always top priorities.
ICAO member states are responsible for ensuring safety and security for air transport, infrastructure and passenger operations, and the Convention requires member states to cooperate with each other.
In order to protect passengers and flight crews, ICAO requires the closure of the airspace when there is a potential threat to aviation safety.
ICAO supports member states to work with all relevant parties to identify and implement emergency measures to minimize disruptions to international flights and to avoid compromises on aviation safety.
When the airspace is affected by conflict and aviation traffic is disrupted, ICAO activates and leads the regional and inter-regional coordination mechanism to support member states in implementing emergency agreements for their flight information areas (FIR) as stipulated in Annex 11 - Air Traffic Service provision - of the Chicago Convention.
ICAO summons affected and neighboring member states, air traffic service providers, airspace users and relevant parties through emergency coordination forums to share information, unify procedures and ensure that international air transport operations are maintained safely and smoothly.
As reaffirmed when Resolution A42-4 of the ICAO General Assembly on handling risks to civil aviation from conflict zones was unanimously adopted last year, safety assessment in conflict zones is the responsibility of member states and air traffic service providers and their airlines according to ICAO's current regulations and guidelines.
ICAO supports the effective implementation of these responsibilities by facilitating information and experience sharing and promoting joint risk reduction efforts.
ICAO is working non-stop with member countries and stakeholders in the aviation industry to finalize guidelines on how to ensure safety and security for civil aviation activities taking place near and in conflict zones.
In accordance with the responsibilities stated in the Chicago Convention, ICAO does not comment on issues related to specific member states.
