On the morning of July 20, Xuan Mai Commune People's Committee organized a conference to review the conditions for issuing coercive decisions, and develop a plan for coercive land recovery for households and individuals who do not agree and comply with the decision approving the compensation, support and resettlement plan for site clearance.
At the same time, they did not comply with the land acquisition decision and review the conditions for allocating resettlement land to eligible households to hand over land for the project of renovating and upgrading National Highway 6, Ba La - Xuan Mai section.
According to Xuan Mai Commune People's Committee, the project to renovate and upgrade National Highway 6, Ba La - Xuan Mai section is a key traffic project of Hanoi city, which is of particular importance in completing the transport infrastructure system in the western area of the Capital, promoting socio-economic development, creating motivation to attract investment and improve the quality of people's lives.
According to the report at the conference, up to now, there are still 54 households and individuals in the commune that have not agreed and complied with the decision approving the compensation, support and resettlement plan for site clearance, and the decision to recover land to carry out site clearance work to serve the project of renovating and upgrading National Highway 6, Ba La - Xuan Mai section.
These are cases that directly affect the progress of site handover of the project, requiring functional agencies to continue to carefully review legal conditions, ensuring that the implementation of the next steps is carried out in accordance with the law.
At the conference, delegates focused on discussing and comprehensively assessing the contents related to the conditions for issuing decisions on land recovery coercion; the work of developing plans and organizational plans for coercion; coordination plans between functional forces; and the work of ensuring security and order, safety in the process of organization and implementation.
Delegates analyzed and clarified the difficulties and obstacles that may arise in the process of organizing coercion, and at the same time proposed many solutions to ensure strictness, correct order and procedures and minimize impacts on people's lives.
The review of dossiers, documents, and related legal conditions is identified as a particularly important task to ensure that all implementation steps strictly comply with the provisions of law.
Speaking at the conclusion of the conference, Mr. Nguyen Anh Duc, Chairman of Xuan Mai Commune People's Committee, requested specialized agencies of the commune and the Hanoi City Traffic Construction Investment Project Management Board to continue to review all contents related to the conditions for organizing land recovery coercion.
Carefully check the legal documents of each case; clearly identify the current status of land use, assets, and works on land to develop appropriate coercion plans.
The time for organizing coercion to be completed is before July 31, 2026.
Mr. Nguyen Anh Duc also requested relevant units to proactively develop plans to arrange human resources, vehicles, and equipment to serve coercion work; assess and forecast possible situations to develop timely and effective handling plans.
At the same time, carefully study the provisions of law related to the application of management measures to cases of violations in land use to ensure the implementation of administrative decisions in accordance with current regulations.
The conference also focused on discussing the plan to relocate assets of households in cases where coercion is required; asset gathering locations; asset preservation work and related contents to ensure the legitimate rights and interests of the people.
Mr. Duc emphasized that the entire preparation of coercion conditions must be carried out strictly, fully, in accordance with the law, ensuring publicity, transparency, objectivity and ensuring safety.
Delegates reviewed the conditions for allocating resettlement land to eligible households in order to accelerate the progress of site handover for project implementation.
According to reports, to date, the Dong Cham Resettlement Area project has completed basic infrastructure items, ready to meet the requirements of land allocation to people according to regulations.
To ensure the legitimate rights of households subject to resettlement, the Chairman of Xuan Mai Commune People's Committee requested the Commune Infrastructure Investment Project Management Board to urgently complete relevant procedures, ensuring full necessary and sufficient conditions to organize the allocation of resettlement land to eligible households.
