Faced with the damage caused by the storm, the Chairman of the Thanh Hoa Provincial People's Committee issued a telegram to quickly deploy the work of overcoming the consequences. In particular, focusing on directing the good implementation of a number of key tasks such as: providing free treatment for the injured; organizing relief of food, necessities for households affected by natural disasters at risk of hunger, especially households that have to evacuate/relocate; arranging temporary accommodation for households that have lost their homes; absolutely not letting anyone go hungry, cold, or without a place to live.
Mobilize local forces to support people to quickly repair houses damaged by natural disasters. Strictly implement patrolling, guarding and dike protection according to regulations, especially the dikes of Ma River, Buoi River, Len River and Cau Chay River.
Proactively mobilize local resources and other legal capital sources to urgently overcome the consequences of storms and floods, quickly stabilize people's lives, and promptly restore production and business.

Flood water in Ninh Binh continues to rise
According to the Ninh Binh Province Hydrometeorological Station, as of 6:00 a.m. on September 12, the water level on the Hoang Long River at Ben De was 4.61 m (0.61 m above alert level 3), at Gian Khau 4.23 m (0.53 m above alert level 3); At the Day River (in Ninh Binh), the measured water level was 4.0 m (0.50 m above alert level 3), 0.06 m above the 2017 flood peak.
It is forecasted that in the next 12 - 24 hours, the water level on Hoang Long River at Ben De and Gian Khau will continue to rise; at Ben De, it is likely to rise to 4.80 - 5.00m (above alert level 3: 0.80 to 1m); at Gian Khau, it will rise to 4.30 - 4.50m (above alert level 3: 0.60 - 0.80m). On Day River in Ninh Binh, it will continue to rise to 4.15 - 4.35m (above alert level 3: 0.65-0.85m).
Rising river water combined with heavy rain has caused widespread flooding in the riverbanks and communes of Gia Tien, Gia Hung, Gia Thinh; 2 schools in Kenh Ga hamlet, Gia Thinh commune (outside the dike) of Gia Vien district; low-lying areas, residential areas in Xich Tho, Gia Thuy, Lac Van, Gia Lam, Dong Phong communes of Nho Quan district, Ninh Binh city. Warning of flash floods, landslides in mountainous areas, steep slopes, communes of Nho Quan district, Hoa Lu, Tam Diep city. Natural disaster risk due to floods reaches level 3.
According to preliminary data compiled by the Department of Agriculture and Rural Development of Ninh Binh province, after storm No. 3, the whole province recorded about 500 hectares of rice being damaged, more than 100 hectares of vegetables being crushed, 11 hectares of forest being damaged, nearly 50 hectares of ponds, lakes, rice and fish being flooded, and many fruit trees and shade trees being broken and falling.
