After more than 2 years of starting construction, the Project to upgrade and expand National Highway 13 in Binh Duong still does not have much ground for construction.
Recorded at the scene, up to this point, the project is still very messy. Compensation for site clearance for households and businesses has not yet been completed. Notably, the power grid running along Highway 13 has not been relocated. In many places, machines lie dormant, waiting for ground.
The project's delay has greatly affected the people. Mr. Nguyen Thanh Hai (40 years old, living in Binh Duong) reflected: "I often travel on National Highway 13. In the afternoon from Ho Chi Minh City to Binh Duong, there is a construction site with a lot of traffic. Every rush hour, Cars push motorbikes to the edge of the road, which is very dangerous. The cables hang down on the road, easily entangling people in traffic."
Meanwhile, in some sections under unfinished construction, the ground is uneven and flooded every time it rains, which is very inconvenient for people living and doing business here.
According to the Electronic Information Portal of Binh Duong Provincial People's Committee, on the above issue, Mr. Vo Van Minh - Chairman of the Provincial People's Committee explained at the 16th Session - Provincial People's Council, term X (April 23).
Mr. Vo Van Minh said that currently, Thuan An City People's Committee is urgently relocating the power grid and carrying out site clearance in some final cases, striving to complete these two contents in September 2024. The province has directed the Department of Planning and Investment and other sectors to review and advise on adjusting project policies (additional state capital) as a basis for project appraisal and approval in July 2024.
Previously, Lao Dong Newspaper reported that in April 2022, Binh Duong Provincial People's Committee officially started the project to upgrade and expand National Highway 13 from 6 to 8 lanes. The section is from the border with Ho Chi Minh City to the intersection with Le Hong Phong street in Phu Hoa ward, Thu Dau Mot city. The upgrade and expansion is carried out in the direction from Ho Chi Minh City to Binh Duong, 12.7km long. The project has an investment capital of nearly 1,400 billion VND, invested by Becamex IDC Corporation.
After starting construction, investors and construction units quickly began construction. Site clearance is carried out in parallel with construction, whichever section has site is done first. However, after more than 2 years of starting the project, progress is still sluggish because there is no premises.
