At the end of December 2025, Vice Chairman of Khanh Hoa Provincial People's Committee - Le Huyen signed a decision announcing the list of establishments that do not meet fire prevention and fighting requirements and are unable to overcome according to technical standards and regulations at the time of commissioning.
Accordingly, the whole province has 39 establishments that do not ensure fire safety conditions specified in point a, clause 6, Article 55 of the Law on Fire Prevention and Fighting and Rescue (PCCC&CNCH).
These facilities were put into operation in the period from October 2021 to before July 1, 2025, which is before the Law on Fire Prevention and Fighting and Rescue officially takes effect.
Through review, most of the establishments on the list are apartment buildings, social housing, hotels and guesthouses. Among them, the most common existence is not ensuring conditions for escape routes, making it difficult to renovate to fully meet the requirements according to current technical standards and regulations.
Khanh Hoa Provincial People's Committee assigned the Provincial Police, Department of Construction, Department of Industry and Trade, Department of Agriculture and Environment, Provincial Economic Zone and Industrial Zone Management Board, People's Committees of communes, wards, and special zones to urgently notify and guide the heads of establishments to implement the handling roadmap according to point c, clause 6, Article 55 of the Fire Prevention and Fighting and Rescue Law.
No later than July 1, 2028, the heads of the above establishments must complete the contents according to regulations.
For establishments that cannot apply corresponding technical solutions according to the guidance of functional agencies, after the above time, they must carry out functional conversion, in accordance with the scale and nature of operations.
The Provincial People's Committee also assigned the Provincial Police to preside over and coordinate with relevant agencies and units to continue reviewing, classifying, adjusting, and supplementing the list of establishments in accordance with the provisions of point a, clause 6, Article 55 of the Fire Prevention and Fighting and Rescue Law.
