On September 27, the People's Committee of Khanh Hoa province sent an official dispatch to the Ministry of Finance and the Ministry of Construction requesting the Prime Minister to soon approve the implementation of the Nha Trang - Da Lat Expressway Project before 2030.
Khanh Hoa province proposed to choose the public-private partnership (PPP) method, BOT contract type to submit to the National Assembly for approval of the investment policy; at the same time, Khanh Hoa Provincial People's Committee was assigned as the competent authority to implement the project.
When assigned, the province will organize a call for investors to prepare a pre-feasibility and feasibility study report or proactively deploy investment preparation work in accordance with regulations.
Previously, the People's Committee of Khanh Hoa province also agreed with Lam Dong province to keep the local budget capital participating in the project at VND 1,171 billion (Khanh Hoa VND 403 billion, Lam Dong VND 768 billion).
The locality also proposed to adjust the ratio of state capital participating in the project to 65% of the total investment (previously 70%) to ensure feasibility and capital balance.
With a maximum support capital scenario of 65%, the payback period is about 24 years. The Nha Trang - Da Lat Expressway Project starts at Dien Tho Commune (Khanh Hoa), connecting with the North - South Expressway in the East, ending at the Arahoa intersection (Lam Dong).
The route is 80.8km long, of which 44km is through Khanh Hoa and 36.8km is through Lam Dong. The project is invested in one time according to the scale of a 4-lane highway, with a roadbed width of 22 - 24.75m.
The total estimated investment of the project is more than VND 25,058 billion. Of which, construction costs account for VND18,889 billion. Investment preparation period 2024 - 2025, construction 2026 - 2028.
Khanh Hoa Provincial People's Committee assessed that the investment in the Nha Trang - Da Lat expressway is very urgent, aiming to form a level crossing axis connecting the Central Highlands with the South Central Coast, linked to the Dau Giay - Lien Khuong expressway (CT.27) and existing vertical axes.
The project will help promote the effectiveness of the infrastructure system that has been and is being implemented, reducing pressure on National Highway 27C - the current only road, while creating new development space and growth momentum for the area.
