On September 15, news from Khanh Hoa Provincial People's Committee said that it had sent a report to the Ministry of Education and Training on the plan to arrange public higher education institutions, public colleges and public secondary schools in the area.
Khanh Hoa plans to reduce vocational education institutions
According to the pre-arrangement report, Khanh Hoa province currently has 1 public university directly under the Provincial People's Committee, 4 colleges directly under the province and 7 intermediate schools directly under the Department of Education and Training.
After arrangement and reorganization, it is expected that on October 1, 2026, Khanh Hoa province will have 6 public vocational education institutions, a decrease of 4/10 institutions compared to July 1, 2025, corresponding to a reduction rate of 40%.
Specifically, the province plans to retain Khanh Hoa Medical College because this is a public non-business unit that self-ensures regular expenses (group 2 unit), so it is not subject to consideration for arrangement and merger.
The College of Engineering - Technology - Energy was established on the basis of merging Nha Trang College of Engineering and Technology and Khanh Hoa College of Technology - Energy.
Van Phong Technical Vocational Secondary School was established on the basis of merging Ninh Hoa Secondary School, Ninh Hoa Continuing Education Center and Van Ninh Vocational Secondary School.
In addition, establishing a provincial-level Ethnic Minority Boarding Vocational Secondary School on the basis of merging Khanh Vinh Ethnic Minority Boarding Vocational Secondary School and Khanh Son Ethnic Minority Boarding Vocational Secondary School.
For Khanh Hoa Economic Secondary School, the Standing Committee of the Provincial Party Committee and the Provincial People's Committee have given the policy for Ho Chi Minh City University of Economics to develop a project to receive and become a branch in Khanh Hoa after the school asked the Ministry of Education and Training for opinions on a feasible plan.
Proposal to transfer universities to the Ministry
Notably, in August 2026, the Standing Committee of the Khanh Hoa Provincial Party Committee concluded and directed the Provincial People's Committee to work with the Ministry of Education and Training to develop a project to merge Khanh Hoa University into Nha Trang University.

According to the arrangement plan, Khanh Hoa University - a higher education institution directly under the Provincial People's Committee - will be merged into a higher education institution directly under the Ministry of Education and Training located in the province.
After completing the transfer procedures of Khanh Hoa University, Khanh Hoa province will reduce 100% of higher education institutions directly under the Provincial People's Committee.
In the report, Khanh Hoa Provincial People's Committee proposed that the Ministry consider and give opinions on the merger of Khanh Hoa University into higher education institutions directly under the Ministry or implement it according to the plan to arrange universities and colleges under the Ministry in Khanh Hoa province.
Khanh Hoa Provincial People's Committee also proposed to the Ministry of Education and Training to guide the implementation of continuing education functions in vocational high schools and intermediate schools.
According to the Provincial People's Committee, this is to create a basis for the locality to transform continuing education centers and intermediate schools, forming vocational high schools or intermediate schools.
At the same time, the province proposed to guide the transition plan to continue organizing training for intermediate students in case the intermediate school merges with the continuing education center and transforms into a vocational high school.
