On September 15, in Hanoi, General Luong Tam Quang - Member of the Politburo, Minister of Public Security, chaired the ceremony to announce the establishment of the Department of Information Technology and Cipher; decisions on Party organization, party member work and personnel work.
According to the Ministry of Public Security's Electronic Information Portal, the Department of Information Technology and Cipher Technology was established on the basis of merging the Department of Information Technology and the Department of Telecommunications and Cipher Technology.
The Department of Information Technology and Cipher Technology has 12 department-level units. Major General Le Khac Thuyet holds the position of Director.

Speaking at the ceremony, Minister Luong Tam Quang emphasized that the merger of the Telecommunications and Cipher Department with the Department of Information Technology is not simply a change in the organizational model.
The goal of the arrangement is to form a strong, streamlined organization that operates effectively, efficiently, and efficiently; and at the same time focus resources and capabilities to accelerate the goals of telecommunications, cryptography, information technology application and digital transformation in the Public Security sector.
According to the Minister, information technology and cryptography work in the People's Police have a particularly important position in the new period. The task of this field is not only to serve the internal digital transformation of the Police sector but also to contribute to creating a foundation for implementing the goals of science and technology development, innovation and national digital transformation.
Minister Luong Tam Quang requested the Department of Information Technology and Cipher to quickly deploy a number of key tasks, including strongly innovating the Cipher work of the People's Police; innovating the application of information technology, meeting the requirements of tasks in the new situation.
One of the important tasks set out is to focus on building a synchronous digital infrastructure of the Public Security sector from the Ministry level to the commune-level Public Security, meeting the requirements of digital transformation in the entire force.
In parallel with professional tasks, the new unit must urgently implement Party building work, building a strong, regular, elite, and modern Department of Information Technology and Cipher.
The arrangement and placement of officials after the merger must ensure democracy, objectivity, and the right people for the right jobs. The Minister also requested unit leaders to pay attention to the regimes, policies and lives of officials and soldiers, creating solidarity and unity to complete assigned tasks.
