The People's Council of Khanh Hoa province has just passed a resolution stipulating mechanisms and policies for lending to poor households and other policy beneficiaries from local budget sources entrusted through the Social Policy Bank Branch in the province.
Accordingly, the subjects of application include the Provincial Branch of the Social Policy Bank; individuals and households eligible for loans and related organizations and individuals.
Notably, in addition to subjects under the social policy credit program issued by the National Assembly, Government, Provincial People's Council and competent authorities, the resolution adds the group of households residing in urban areas in the province to be considered for loans.
Households that do not have water supply works, sanitation works or already have them but are damaged, need to build new ones, upgrade, renovate, and repair, can access capital according to regulations.
In which, the resolution prioritizes considering and resolving households residing in wards formed from the arrangement of commune-level administrative units in 2025, which previously belonged to the scope of the clean water and rural environmental sanitation loan program.
Regarding lending levels, terms and interest rates for subjects under the social policy credit program, lending is carried out in accordance with the regulations of the National Assembly, the Government, the Prime Minister, competent agencies and the guidance of the Vietnam Bank for Social Policies in each period.
For urban households belonging to the supplemented group, the loan amount, term, interest rate and loan method shall be implemented according to Decision No. 10/2024/QD-TTg dated July 15, 2024 of the Prime Minister and documents amending, supplementing or replacing them in each period.
A noteworthy point is that in the case where the Government adjusts lending interest rates due to objective reasons, the interest rate for local budget capital entrusted through the Provincial Social Policy Bank Branch is also applied corresponding to the interest rate level according to the Government's regulations.
The capital source for policy implementation is allocated from the provincial budget and entrusted through the Provincial Social Policy Bank Branch to lend to the poor and other policy beneficiaries in the area. The annual entrusted capital level is decided by the Provincial People's Council.
In the process of implementation, if the documents cited in the resolution are amended, supplemented or replaced, they will be implemented according to new documents.
