On the afternoon of July 27, Khanh Hoa Provincial Police held a ceremony to announce the Prime Minister's Decision and award the "Fatherland Remembers Merit" Certificate to relatives of martyrs, Major Nguyen Xuan Hai - officer of Dien Lam Commune Police, Khanh Hoa Provincial Police.
At the ceremony, representatives of Khanh Hoa Provincial Police announced Decision No. 1402/QD-TTg dated July 26, 2026 of the Prime Minister on issuing the "Fatherland Remembers Merit" Certificate to martyr Nguyen Xuan Hai.

Authorized by the Prime Minister, Major General Nguyen Huu Phuoc awarded the "Fatherland Remembers Merit" Certificate to the relatives of martyr Nguyen Xuan Hai.
Major General Nguyen Huu Phuoc expressed his deepest condolences for the sacrifice of martyr Nguyen Xuan Hai.
At the same time, he affirmed that the comrade's sacrifice is a bright example of bravery, spirit of responsibility, courage and dedication of a People's Police soldier in performing the task of protecting security and order, for the peaceful life of the people.
The Prime Minister's decision to award the "Fatherland Remembers Merit" Certificate to martyr Nguyen Xuan Hai on the occasion of the 79th anniversary of War Invalids and Martyrs' Day (July 27, 1947 - July 27, 2026) shows the recognition and gratitude of the Party and State for their sacrifice for the cause of protecting national security, ensuring social order and safety.
Major Nguyen Xuan Hai, born in 1993, is an officer of Dien Lam Commune Police, Khanh Hoa Provincial Police.
In the early morning of March 21, 2026, during patrols and reconnaissance to detect, prevent and combat violations of regulations on resource exploitation on the Cai River, comrade heroically sacrificed himself while on duty.
After his sacrifice, on March 22, 2026, the Minister of Public Security decided to posthumously promote him from Captain to Major.
On March 27, 2026, the President posthumously awarded him the Third-class Fatherland Protection Medal.
