The cause of the above complaints and denunciations is mainly related to the issue of land recovery because in fact, Thanh Hoa province has been and is continuing to implement many large projects and construction investments. , upgrading infrastructure, beautifying urban areas, commercial centers, industrial parks, resettlement areas and key projects makes an important contribution to promoting the socio-economic development of the province.
The implementation of land management, issuance of land use right certificates, settlement of social policies, especially project implementation, land recovery, compensation for site clearance and resettlement, affects the many households, but propaganda, dissemination, answering legal policies and receiving and considering citizens' petitions and suggestions during the process of inventory, compensation, and support when land recovery is not timely. During that time, complaints arose, complicated developments, and overstepped levels.

Some cases are handled mechanically, applying rigid laws, and the proposed handling is not close to reality and is not feasible.
