The Ministry of Agriculture and Rural Development has just sent an official dispatch to the People's Committees of provinces and cities in the Northern region and coastal areas from Quang Ninh to Kien Giang to proactively respond to severe cold and strong winds at sea.
According to the bulletin of the National Center for Hydro-Meteorological Forecasting, from the afternoon of February 7, 2025, the Northern and North Central regions will experience severe cold, mountainous areas will be severely cold, and high mountainous areas will likely experience snow and ice; the lowest temperature will generally be from 9-12 degrees Celsius, mountainous areas from 5-8 degrees Celsius, and high mountainous areas will be below 2 degrees Celsius in some places; in the Gulf of Tonkin, the Northern, Central and Southern regions of the East Sea, and the sea area from Quang Tri to Ca Mau, there will be strong Northeast winds of level 6-7, gusting to level 8-9.

To minimize the impact of severe cold and strong winds at sea, the Ministry of Agriculture and Rural Development recommends that provinces and cities deploy timely response measures.
For cold weather (provinces and cities in the Northern and North Central regions), it is necessary to continue implementing Official Dispatch No. 07/CD-TTg dated January 26, 2025 of the Prime Minister on proactively preventing and combating prolonged severe cold.
Closely monitor warning bulletins and forecasts on the development of cold air and promptly inform local authorities and people to proactively take appropriate preventive measures.
The Ministry of Agriculture and Rural Development has proposed implementing a plan to respond to the cold, including strengthening guidance on ensuring the health of people and students at boarding schools, and not using coal stoves to heat closed rooms to avoid human casualties.
Propaganda and guidance for livestock households to strengthen barns, cover and keep warm, store food; prevent and control diseases for livestock and poultry; guide measures to ensure safety for rice, vegetable and other crop production.
Regarding strong winds at sea (coastal provinces and cities from Quang Ninh to Kien Giang), the Ministry of Agriculture and Rural Development requires close monitoring of warning bulletins, forecasts and developments of strong winds at sea; notify captains and owners of vehicles and vessels operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property; maintain communication to promptly handle bad situations that may occur.

Experts warn that the widespread cold spell in the North and North Central provinces is likely to last until around February 10. Due to the influence of increased cold air combined with strong currents in the upper westerly wind zone, from the night of February 6 to the morning of February 8, the North and Thanh Hoa regions will have scattered rain.
From February 7 to 9, the area from Nghe An to Khanh Hoa will have rain, showers, and locally heavy rain and thunderstorms. Thunderstorms are likely to cause tornadoes, lightning, and strong gusts of wind. In the mountainous areas of the North, there is a possibility of snow and frost.
Severe cold, severe cold, snow and ice can affect livestock and poultry; greatly affect the growth and development of crops. Thunderstorms accompanied by tornadoes, lightning and strong gusts of wind can affect agricultural production, break trees, damage houses, traffic works and infrastructure.
Localized heavy rains may cause flooding in low-lying areas; flash floods in small rivers and streams; landslides on steep slopes. Strong winds and large waves at sea may affect boating and other activities.
