The 10th Conference of the Executive Committee of the Vietnam General Confederation of Labour, XIII term, took place under the chairmanship of Mr. Nguyen Anh Tuan - Member of the Party Central Committee, Chairman of the Vietnam General Confederation of Labour. Attending were representatives of the Central Party Building Committees.
This is the first time that the Executive Committee Conference of the Vietnam General Confederation of Labor has been organized in the form of live and online 42 bridge points.
According to the plan, delegates will discuss and give opinions on 14 contents, including contents related to the 14th Vietnam Trade Union Congress such as the Draft Report of the Executive Committee of the 13th General Confederation at the 14th Vietnam Trade Union Congress; Review report of the Executive Committee of the 13th General Confederation at the 14th Vietnam Trade Union Congress; Program of the 14th Vietnam Trade Union Congress; Report summarizing the term of inspection and supervision work of trade unions at all levels (period 2023 - 2026); Report on the results of amending and supplementing the Charter of the 13th Vietnam Trade Union submitted to the 14th Vietnam Trade Union Congress; Working regulations of the 14th Vietnam Trade Union Congress, term 2026 - 2031; Decisions on establishing delegations, decisions to convene delegates to attend the 14th Vietnam Trade Union Congress, term 2026 - 2031...
In addition, delegates will also discuss and give opinions on the Report on the results of Program No. 01/CTr-BCH dated December 29, 2023 on promoting trade union communication work in Vietnam (period 2023-2026); Report on the results of implementing Resolution No. 07/NQ-BCH dated August 29, 2024 of the Executive Committee of the General Confederation on "Centralising resources to care for the welfare of union members and workers in the new situation" in the period 2024 - 2026; Report on the results of implementing Resolution No. 06/NQ-BCH dated August 27, 2024 on promoting the development of union members and establishment of grassroots trade unions in non-state-owned enterprises to 2028, with a vision to 2033 (period 2024 - 2026); Report on the results of Program No. 07/CTr-BCH dated December 11, 2024 on building a team of grassroots trade union presidents to meet task requirements, especially grassroots trade union presidents in non-state-owned enterprises, term 2023 - 2028 (period from January 2024 to April 2026); Report on the results of congresses and conferences of trade unions at all levels for the term 2025 - 2030; Report on the results of union member development and establishment of grassroots trade unions from after the 13th Congress of the Vietnam General Confederation of Labour to April 2026; Report on the results of ranking the quality of grassroots trade unions, grassroots trade unions and the work of introducing outstanding trade union members for Party fostering and admission in 2025.
Speaking at the opening of the conference, Mr. Nguyen Anh Tuan - Member of the Party Central Committee, President of the Vietnam General Confederation of Labor emphasized the importance of the contents related to the 14th Congress.
In which the Draft Report has structural and layout changes, in the direction of more concise and clear assessment of the results achieved in the period 2023 - 2026. The goals, targets, tasks, and solutions of the 2026 - 2031 term are built on the basis of concretizing the content of the XIV Congress Document and new policies of the Party, closely following the functions and tasks of the Trade Union organization as stipulated in the Constitution and law, meeting the requirements in the new context.
It is expected that in the next term, 1 emulation movement "Good Labor, High Productivity, Good Income" will be launched on the foundation of the emulation movement "Good Labor, Creative Labor"; 2 breakthroughs; 3 programs, 4 projects and 5 tasks and solutions.
The second major content group emphasized by the President of the VGCL is the Draft Amendment and Supplement to the Charter of the Vietnam Trade Union. Accordingly, the Charter of the Vietnam Trade Union of the XIII term was passed on December 3, 2023, consisting of 11 Chapters and 45 Articles. The new Draft Charter of the Vietnam Trade Union consists of 09 Chapters and 31 Articles (a reduction of 2 Chapters and 14 Articles compared to the Charter of the XIII term) on the basis of amending, supplementing, and rearranging a number of articles in the draft Charter of the Vietnam Trade Union to ensure systemicity, science, strictness, improve legal value and responsibility for implementing the Charter in trade union levels, in accordance with the viewpoints and principles of amending and supplementing the Charter of the Vietnam Trade Union.
The new things and new contents added are the results of research and concretization from the Party's Resolutions, the State's laws and practical requirements, basically meeting the new organizational model and new requirements.
