On the afternoon of June 15, at the fourth session (specialized session), the Hanoi People's Council approved the Resolution approving the investment policy for the investment project to renovate and promote the value of the West Lake area and the lakeside landscape traffic route according to the PPP public-private partnership method - type of construction-transfer (BT) contract.
The investment and renovation project to promote the value of the West Lake area and the scenic traffic route along the lake aims to build the West Lake area into a sustainable cultural, tourism and creative economic center of Hanoi Capital; effectively exploit the unique values of landscape, history, culture and ecology of West Lake associated with the Old Quarter, Old Quarter and the Red River space.
The total area of the entire planning research area is about 567.75 ha, of which the area of West Lake is 520.90 ha (maintaining the current water surface of West Lake), and the land area is 46.85 ha (including other small lakes).
Regarding the main items, the West Lake road will be renovated and embellished the West Lake road system with a total length of about 13.5km; studying to expand some sections of the route to a cross-section scale of about 21m, the remaining sections are considered for expansion with appropriate scale according to the approved plan and actual conditions.
The expansion of the route is not carried out towards existing residential areas, with design solutions to ensure technical requirements, urban landscape, environmental protection and arrange collection and prevention of waste under the lake in expanded areas.
Square spaces, lakeside viewing floors, landscape bridges, West Lake wharf, parks, flower gardens, underground parking lots combined with services, environmental protection works... are arranged to ensure compliance with planning.
The total area of the entire planning research area is about 567.75 ha. The completion time of the entire project is in 2030.
In which phase 1 will renovate roads, construct landscape floors, progress from Q3/2026 to Q4/2028, of which Quang An section will be completed in Q3/2027. Phase 2 will invest in synchronous construction of works, landscapes, parks... according to the plan, progress from Q1/2027 to Q4/2030.
The expected type of PPP project contract is Construction - Transfer contract (BT contract) paid by land fund; form of investor selection in special cases. Preliminary total investment is about 30,151 billion VND.
