No more poor households, the reason Hanoi still proposes to support poor households with 20 million VND to exchange for electric vehicles

HOÀI ANH |

Hanoi - City leaders explain the proposal to support poor households with a maximum of 20 million VND when converting to electric vehicles - even though the city no longer has poor households.

It is expected to generate about 10,000 poor households

On the afternoon of June 15, at the fourth session of the Hanoi People's Council, delegates raised many questions related to the Resolution supporting the conversion of road transport vehicles from using fossil fuels to using clean energy and encouraging the use of public transport in Hanoi City.

According to the draft Resolution, poor households are supported with 100% of the value of vehicles when converting from gasoline cars to electric vehicles but not exceeding 20 million VND. The delegate said that in reality, the city almost no longer has poor households, and proposed that the People's Committee carefully re-evaluate this subject.

Reporting on receiving and explaining this content, Standing Vice Chairman of Hanoi People's Committee Duong Duc Tuan affirmed that the city no longer has poor households, but the city includes this content in the draft resolution to calculate future arising plans.

The city currently has no poor households. There may be households that are not yet poor but fall into poverty, or near-poor households transform" - Mr. Tuan informed.

According to Decision No. 740/QD-UBND dated February 13, 2026, there are no more poor households and 7,565 near-poor households in the city. According to the Department of Agriculture and Environment, it is expected that in 2026 the multidimensional poverty standard will be adjusted and about 10,000 poor households may arise (of which 7,565 near-poor households according to Decision No. 740/QD-UBND may be converted into poor households according to the new standard).

The City People's Committee said that to ensure the stability, effectiveness and efficiency of the Resolution, and to avoid having to amend and supplement when poor households arise, the drafting agency has stipulated support policies for this group.

With the assumption that 70% of poor households will convert vehicles in 2027 and a maximum support level of 20 million VND, the estimated cost is about 140 billion VND.

Regarding the possibility of allocating counterpart funds, during the policy development process, the drafting agency surveyed the price of electric motorbikes on the market.

With about 20 million VND, people can choose some popular electric motorbike models, meeting basic travel needs and ensuring quality use. The maximum support level of 20 million VND is determined to create conditions for poor households to convert vehicles without having to allocate additional funds, and at the same time be suitable for the city's ability to balance resources and ensure fairness in policy implementation.

Proposal for policy to support green conversion for specialized vehicles

The delegate proposed that the City People's Committee supplement a report to deeply assess management resources and specialized vehicles (such as environmental sanitation vehicles, public works vehicles...). According to the delegate, it is necessary to clarify the frequency of use, the level of pollution impact and especially the resource balance plan, regulations on public asset management when implementing the roadmap to switch to clean energy for this group of specialized vehicles.

Regarding this content, the City People's Committee said that when drafting the Resolution, the drafting agency reviewed and proposed groups of vehicles to be supported based on emission levels, operating frequency, role in serving public interests and spillover effects on the green transition process in the transportation sector.

Although some types of clean energy vehicles belonging to this group are not yet common in the city, it is necessary to forecast support policies to ensure the stability of the Resolution and limit the need to amend and supplement when green vehicles develop.

The drafting agency has also calculated and forecasted resources for policy implementation. Based on the reception of Appraisal Report No. 136/BC-BĐT dated June 11, 2026 of the Urban Committee of the City People's Council, to suit the reality and resource balancing capacity, the drafting agency has removed specialized vehicles (road sweeping, road washing, garbage transportation, urban infrastructure maintenance), ambulances and postal vehicles from the group of vehicles supported by loans and loan interest rates.

In the process of implementation, the drafting agency will continue to research and propose policies to support green conversion for these vehicles in accordance with the actual conditions of the city.
