The Hanoi People's Committee has begun collecting public opinions on the Draft Decision on the use of motorbikes, scooters, and rudimentary vehicles for passenger and cargo transportation in the area.
Accordingly, drivers of the above vehicles to transport passengers or goods must register with the People's Committee of the ward, commune or town to confirm the stamp on the Transport Activity Card. This card is printed by the organization or individual according to the form.
In addition to stamping the confirmation card and making a list of transport units and vehicle drivers, the People's Committees of communes, wards and towns are also assigned to arrange pick-up and drop-off locations for motorbike taxis and loading and unloading of goods for motorbikes and rudimentary vehicles participating in the business.
The Hanoi People's Committee also encourages individuals involved in passenger and cargo transportation by motorbike, scooter, and rudimentary vehicles to participate and establish organizations (cooperatives, professional associations) to help and support each other during their operations.
Also according to the Draft, motorbike taxi drivers or cargo transporters must carry documents when operating, such as: vehicle registration certificate, driver's license (to drive two-wheeled motorbikes), valid civil liability insurance certificate of the motor vehicle owner, valid identity card or citizen identification card, and transportation operation card in accordance with regulations.
In fact, this is not the first time the Hanoi People's Committee has made this proposal.
Previously, at the end of 2019, in the Draft "Regulations on management and use of rudimentary vehicles, motorbikes, two-wheeled motorcycles and similar types to transport passengers and goods in Hanoi city" developed by the Department of Transport, there was content: People who transport passengers and goods by rudimentary vehicles, motorbikes, two-wheeled motorcycles and similar types of vehicles in the city must wear a badge (transportation activity card) issued by a competent authority on the left chest.
It clearly states that people who transport passengers and goods by rudimentary vehicles must be 15 years of age or older, have good health to ensure safe driving; and understand road traffic rules. These people must register with the People's Committee of the ward, commune, or town to be granted a license plate (transportation card)...
The draft also stipulates that if the carrier is absent from work for 30 days or more, he or she must return the badge to the management unit.
If lost, there must be a loss report with confirmation from the police at the commune, ward or town level and a report to the management unit for instructions on reissuing the sign.
According to the Hanoi Department of Transport, the above regulations (expected to be applied from January 1, 2021) will help create a civilized and modern lifestyle and travel habits for the capital's people, improve the service quality of all types of transport by rudimentary vehicles and motorbikes in a safe direction, reduce accidents and environmental pollution.
However, the regulation was not implemented.
