"Accidentally" the sign was covered
Mr. N.V.V (from Hai Duong) was handled by the working group of Traffic Police Team No. 4 (Traffic Police Department, Hanoi City Police) for using a mask to cover his license plate.
Working with the authorities, Mr. V said that he was working two jobs at the same time and only ran a motorbike taxi app in his free time. Regarding the reason for covering the license plate, Mr. V explained that because he left his motorbike at his rented house, his neighbors sometimes came over to borrow his motorbike, and they might have covered the license plate when they drove.
"Today when I took my car to work, I didn't notice that the license plate was covered," Mr. N.V.V shared.
For his violation, Mr. V could be fined 800,000 - 1 million VND.
Many technology motorbike taxi drivers, when fined by authorities for covering their license plates, gave "accidental" reasons, such as their children at home playing with the sticker or the cover was applied when they lent their motorbike to an acquaintance... without them knowing.
However, authorities determined that this was a deliberate act by the drivers, because according to the regulations of technology-based ride-hailing companies, drivers are required to publicly display their license plates so that passengers can identify them when booking a car.
All cases detected by the authorities will be strictly handled according to the provisions of the law, without exception. In addition, violations will be notified to technology ride-hailing companies for further handling.
Traffic violations may result in permanent account lockout
According to the reporter's investigation, the code of conduct that partners of technology-based ride-hailing companies, such as Grab, Be... must comply with clearly states the forms of punishment when drivers violate traffic laws.
As with Grab, drivers who cause accidents due to not complying with road traffic laws or covering their license plates will be permanently suspended from using the application immediately upon violation.
Dangerous driving behaviors, failure to comply with traffic laws, such as not wearing a helmet, speeding, running red lights... will result in the application being permanently suspended when the driver violates the law for the third time. For the first and second violations, the application will be temporarily locked for 7-14 days...
For Be, violations of traffic safety laws, such as running red lights, driving in the wrong direction, weaving, not wearing helmets, etc., will result in a permanent account lock if the violation is repeated for the fourth time.
Lending or renting accounts will result in permanent account lock upon detection.
Sharing with PV, Mr. V.V.H (a long-time technology motorbike taxi driver) said that drivers cover their license plates when picking up passengers because they are afraid of having their accounts locked.
"In case the driver runs the correct account, the correct registered vehicle but commits a traffic violation, or is reported by customers or citizens to the hotline, the driver's account will be locked. This is the reason why many drivers today cover their license plates in many ways to circumvent the law," Mr. V.V.H shared.
According to Mr. H, when using the service, if passengers discover that the driver picking them up is not using the vehicle with the license plate displayed on the application, or covers the license plate, they should consider continuing to use that vehicle or ask the driver to publicly display the license plate to ensure their own safety.
Major Ha Anh Tuan, an officer of Traffic Police Team No. 6, said that it is currently very easy to buy uniforms from technology-based ride-hailing companies, so many people just buy them to wear without registering as partners with the companies, which also makes it difficult for authorities to handle.
In the draft Decree regulating administrative sanctions for violations of road traffic order and safety; deducting and restoring points for driving licenses, which is being consulted, the act of drivers or vehicle owners pasting or covering license plates, or using license plates not issued by competent authorities (fake license plates) is considered an intentional violation aimed at avoiding handling by authorities.
Some people do this to hide their illegal acts, thereby escaping, making it difficult for the police to track down the vehicle.
The proposed new fine for covering or pasting license plates is four times higher than the current fine.
