Although garbage in communes and wards of the old Cam Pha city is now transported to a waste treatment plant 60km away every day, people here are still not assured, because this is not the first time a waste "crisis" has occurred in Quang Ninh.
For a long time, households living near the Dong Mo waste treatment area, Mong Duong ward have been upset because the landfill pollutes the air and water sources.
In addition to the strong smell of air, the streams and rivers around are always black and foul.

People's endurance is limited, when during the recent storm No. 3, prolonged heavy rain caused foul water to overflow from the landfill. With no other choice, many people blocked garbage trucks and did not put them on the landfill. This causes garbage to gradually clog up on roads, groups of people, and neighborhoods, forcing the government to intervene.
By July 30, the amount of waste had gradually decreased and had now basically returned to normal, after all the daily waste emitted from the entire area of the old Cam Pha City was transported to Khe Giang Waste Treatment Plant, Yen Tu Ward, Quang Ninh Province - about 60km away.
Responding to a reporter from Lao Dong Newspaper on the afternoon of July 31, Mr. Le Quang Thang - Chairman of the Board of Directors, General Director of Viet Long Investment and Construction Joint Stock Company, the investor of Khe Giang Waste Treatment Plant - said that up to now, the plant has received the entire daily amount of waste emitted from the old Cam Pha City area.
According to estimates, the amount of waste emitted each day by communes and wards in the old Cam Pha City area is about 200 tons.
"With the current capacity of the factory, it is still beyond the capacity to handle all of the above waste" - Mr. Thang said.
According to the investigation of Lao Dong Newspaper, the reason for the recent situation at the landfill in Mong Duong ward is that the waste collection and treatment unit here has not been paid for for a long time.

The reason is that the designed capacity has been exhausted for a long time, so there is no basis for payment for the excess filling. That is one of the main reasons why no one processes waste. However, because there is no more place to dump garbage, garbage continues to be dumped here.

This is not the first time a waste "crisis" has occurred in Quang Ninh. Previously, in the old Ha Long City, there were many cases of garbage congestion at tourist attractions, streets, residential groups, and neighborhoods because the Vu Oai Solid Waste Treatment Center of a private enterprise did not receive garbage because it was not paid.
The landfill of Vu Oai Solid Waste Treatment Center previously often caused environmental pollution, severely affecting surrounding households.
The question is, as a province with conditions and a tourism and service center of the country, why has Quang Ninh struggled for many years to build more waste treatment plants?
