Breaking a landfill in Quang Ngai, burying 9 hectares of agricultural land

Quang Ngai - The landfill in Ngoc Hoi Waste Treatment Area was broken, garbage and wastewater spilled out, burying 9 hectares of agricultural land.

On July 31, Mr. Xieng Thanh Phu - Chairman of Sa Loong Commune People's Committee - said that the incident of a burst in a landfill pit at Ngoc Hoi solid waste treatment joint venture, Bo Y commune, Quang Ngai province occurred at noon on July 30, causing water and waste to overflow, affecting people's lives.

The burying hole has created a hole 3 x 3.5m wide that appeared on the body of the garbage hole, at the location of the wastewater collection pipe to the treatment area. The collection pipe system was washed away, the wastewater tanks and technical treatment tanks were completely buried.

Garbage and wastewater from the spillway flooded downstream, burying about 9 hectares of agricultural land of 12 households, mainly aquaculture areas.

The incident also buried some cross-water drainage culverts, causing landslides in vertical drainage culverts, affecting road surface structure and traffic safety on DH.73 road, village 4 road and road to Giang Lo II production area.

Mr. Xieng Thanh Phu - Chairman of Sa Loong Commune People's Committee - said that the initial cause was determined to be due to prolonged rain for nearly 2 months, causing the garbage pits to be flooded and unable to drain.

Ms. Y Lan - Chairman of the People's Committee of Bo Y commune - informed that immediately after the incident, the Project Management Board and Public Services of Bo Y commune organized the collection and cleaning of the amount of waste spilled into the environment; at the same time, used stone cages to reinforce the porched part to limit the continued spillway of garbage and wastewater.

Local authorities are actively coordinating with project management and operation units and affected households to record the current status, count damage, thereby developing a compensation, support and recovery plan for production land.

At the same time, the locality also urgently directed the dredging of filled sewers, reinforced drainage ditches and traffic roads to ensure safety.

Mr. Luong The Ha - Director of the Project Management and Public Service Department of Bo Y commune - said that the unit has sent an official dispatch requesting the construction contractor to quickly develop a plan to fix and repair the location of the incident, not allowing water and garbage to continue to overflow into the environment.

The Ngoc Hoi solid waste treatment complex project was approved by the Kon Tum Provincial People's Committee (old) in 2017, with a total investment of 49 billion VND, on a scale of 6.8 hectares. The project is invested by the People's Committee of Ngoc Hoi district (old), the Management Board of Investment and Construction of Ngoc Hoi district (old) is the investor's representative.

According to the plan, the project will be completed in mid-2023. However, due to delays, it will not be accepted and put into operation until April 2025.

After removing the district level, the Ngoc Hoi Complex of solid waste treatment is assigned to the Project Management Board and the Public Service of Bo Y commune for management and operation. However, after just over 3 months of operation, the project has encountered serious problems.
