In the 2024 provincial budget audit report and the integrated topic of Dak Lak province, the State Audit of Region XII determined that there were two projects that were behind schedule compared to the initial investment decision; not put into use, not yet decided to adjust progress and posing a potential risk of causing waste.
That is, the component project of compensation for site clearance, relocation and resettlement, part of the Krong Pac Thuong Reservoir project.
According to the auditing agency, there is currently an area of about 239 hectares that has not been cleared due to difficulties in applying the 2024 Land Law to land that is not eligible for compensation.
In addition, compensation and site clearance costs have increased, while the Government has not allowed to increase the total investment. This leads to an adjustment to reduce the investment scale of many items, adjust the detailed construction planning, and prolong the completion time.
The work of adjusting the detailed planning of the resettlement area of the project must be implemented many times, the implementation time is long; there is no forest conversion policy, greatly affecting the construction progress of the project...
For the Yen Ngua Reservoir project in Ea Ning commune, according to the State Audit of Region XII, compensation and site clearance work still has many problems that have not been resolved.
The project still has complaints and lawsuits from people about the payment of compensation and site clearance that are still lacking compared to approved plans and land acquisition; currently under construction, the progress and implementation volume of the project through the investor's reports are low.
The Yen Ngua Reservoir project is also in the process of implementing investment procedures in phase 2; the remaining capital of the project compared to the capital that the province has allocated for the project to implement the project is 162.2 billion VND, which is expected to be short of nearly 270 billion VND...
"Through the above results, it can be seen that compliance with laws, policies, accounting regimes, management and use of public finance and public assets in 2024 of Dak Lak province still has limitations and shortcomings in the following tasks: Establishing and assigning estimates; budget management and implementation; budget settlement; management and use of public assets; implementing the mechanism of autonomy and self-responsibility; budget advances and other related contents", the announcement of the State Audit of Region XII said.
The Krong rich Thuong Reservoir Project was approved by the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) in May 2009, with a total investment of nearly 3,000 billion VND. Of which, the construction cost is more than 1,900 billion VND, site clearance and resettlement costs are more than 180 billion VND...
The implementation period is 5 years. By 2018, the project was adjusted by the Ministry to increase to more than VND 4,400 billion; the budget for site clearance, resettlement, and replacement forest planting alone increased to nearly VND 1,900 billion.
In March 2018, the Dak Lak Provincial People's Council issued an official dispatch approving the investment policy for the Yen Ngua Reservoir project. The project has a total investment of more than 305 billion VND, invested by the Dak Lak Province Traffic Construction Investment and Rural Development Project Management Board (abbreviated as the Dak Lak Provincial Management Board. The implementation period is from 2018-2022.
In April 2025, the Dak Lak Provincial People's Committee adjusted the total investment of the Yen Ngua lake project to increase to 432 billion VND; the implementation period is from 2018-2025.
